Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพและปัญหาการจัดกิจกรรมการศึกษานอกโรงเรียนของหน่วยงาน 5 หน่วยงาน ได้แก่ กรมการศึกษานอกโรงเรียน กรมพัฒนาชุมชน กรมประชาสงเคราะห์ กรมส่งเสริมการเกษตร และกรมอนามัย ที่จัดให้กับชาวไทยภูเขาเผ่ากะเหรี่ยงในจังหวัดอุทัยธานีใน 6 ด้าน คือ ด้านหลักสูตร ด้านบุคลากร ด้านกิจกรรมการเรียนการสอน ด้านสื่อการเรียนและวัสดุอุปกรณ์ ด้านวัดผลและประเมินผล และด้านบริการชุมชนและพัฒนาชุมชน กลุ่มตัวอย่างที่ใช้ศึกษา คือ ผู้บริหาร (หัวหน้าส่วนราชการระดับอำเภอ) และเจ้าหน้าที่ผู้ปฏิบัติงานที่มาจากหน่วยงาน 5 หน่วยงาน ที่จัดกิจกรรมการศึกษานอกโรงเรียนให้กับชาวไทยภูเขาเผ่ากะเหรี่ยงในจังหวัดอุทัยธานี จำนวน 149 คน ได้แก่ ผู้บริหาร จำนวน 18 คน และเจ้าหน้าที่ผู้ปฏิบัติงาน จำนวน 131 คน เครื่องมือที่ใช้เก็บรวบรวมข้อมูลเป็นแบบสอบถามที่ผู้วิจัยสร้างขึ้น และส่งให้กลุ่มตัวอย่างจำนวน 149 ฉบับ ได้กลับคืน จำนวน 149 ฉบับ คิดเป็นร้อยละ 100.00 สถิติที่ใช้ คือ ร้อยละ ค่าเฉลี่ย (X bar) ส่วนเบี่ยงเบนมาตรฐาน (S.D.) ผลการวิจัยพบว่า 1. ด้านหลักสูตร พบว่า สภาพปัจจุบัน ทุกกรมมีความคิดเห็นอยู่ในระดับปานกลาง และระดับปัญหาพบว่าทุกกรมมีความคิดเห็นอยู่ในระดับปานกลาง ยกเว้นกรมพัฒนาชุมชน มีความคิดเห็นอยู่ในระดับน้อย 2. ด้านบุคลากร พบว่า สภาพปัจจุบันและระดับปัญหา ทุกกรมมีความคิดเห็นอยู่ในระดับปานกลาง 3. ด้านกิจกรรมการเรียนการสอน พบว่า สภาพปัจจุบันและปัญหา ทุกกรมมีความคิดเห็นอยู่ในระดับปานกลาง 4. ด้านสื่อการเรียนและวัสดุอุปกรณ์ พบว่า สภาพปัจจุบัน ทุกกรมมีความคิดเห็นอยู่ในระดับปานกลาง ยกเว้นกรมอนามัย มีความคิดเห็นอยู่ในระดับน้อย และระดับปัญหา พบว่า ทุกกรมมีความคิดเห็นอยู่ในระดับปานกลาง 5. ด้านวัดผลและประเมินผล พบว่า สภาพปัจจุบันและระดับปัญหา ทุกกรมมีความคิดเห็นอยู่ในระดับปานกลางยกเว้น กรมประชาสังเคราะห์มีความคิดเห็นอยู่ในระดับน้อย 6. ด้านบริการชุมชนและพัฒนาชุมชน พบว่า สภาพปัจจุบัน ทุกกรมมีความคิดเห็นอยู่ในระดับปานกลาง ยกเว้นกรมอนามัย มีความคิดเห็นอยู่ในระดับมาก และระดับปัญหาพบว่า กรมอนามัย กรมส่งเสริมการเกษตรและกรมการศึกษานอกโรงเรียน มีความคิดเห็นอยู่ในระดับปานกลาง และกรมประชาสงเคราะห์และกรมพัฒนาชุมชน มีความคิดเห็นอยู่ในระดับน้อย

Other Abstract (Other language abstract of ETD)

The objectives of this research were to study the state and problems of the non-formal educational activities in 5 Departments which were Department of Non-Formal Education, Department of Community Development, Department of Public Welfare, Department of Agricultural Extension and Department of Public Health provided to Karen hill tribe in Changwat Uthai-thani in 6 aspects namely curriculum, personnel, instructional activities, instructional media, evaluation and community service and community development. Samples were chief district administrators and staff from 5 departments who organized non-formal educational activities activities for Karen hill tribe in Changwat Uthai-thani. The total numbers were 149 samples, comprising 18 administrators and 131 staff. The researcher used the questionnaire for gathering data. The usage of Mean (X bar) and Standard Deviation (S.D.) were employed for analysing data. The results of the research were as follows: 1. Curriculum : the state of non-formal educational activities by all departments were overall at moderate level and problems in organizing non-formal educational activities were overall at moderate level, except Department of Community Development was at low level. 2. Personnel : the state and problems of non-formal educational activities by all departments were overall at moderate level. 3. Instructional activities : the state and problems of non-formal educational activities by all departments were overall at moderate level. 4. Instructional media : the state of non-formal educational activities by all departments were overall at moderate level, except Department of Public Health was at low level, and problems in organizing non-formal educational activities by all departments were overall at moderate level. 5. Evaluation : the state and problems of non-formal educational activities by all departments were overall at moderate level, except Department of Public Welfare was at low level. 6. Community Service and community development : the state of non-formal educational activities by all departments were overall at moderate level, except Department of Public Health and problems in organizing non-formal educational activities by Department of Agriculture Extension, Department of non-formal education were overall at moderate level, and Department of Public Welfare and Department of Community Development were at low level
