Abstract

วิทยานิพนธ์ฉบับนี้ มีวัตถุประสงค์เพื่อวางแผนพัฒนาอุตสาหกรรมประมงและอุตสาหกรรมที่เกี่ยวเนื่องในจังหวัดปัตตานี เพื่อเพิ่มโอกาสการพัฒนาในอนาคต พื้นที่ศึกษาครอบคลุมชายฝั่งทะเลในอำเภอหนองจิก อำเภอเมืองปัตตานี อำเภอยะหริ่ง อำเภอปะนาเระ อำเภอสายบุรี และกิ่งอำเภอไม้แก่น รวมความยาวชายฝั่ง 116.40 กิโลเมตร โดยเน้นศึกษาเฉพาะเขตอำเภอเมืองเป็นสำคัญ เพราะเป็นศูนย์กลางของแหล่งรวมวัตถุดิบและอุตสาหกรรมประมงของจังหวัด จากการศึกษาพบว่า นอกเหนือจากการเป็นศูนย์กลางทางด้านการศึกษา การปกครอง ศิลปวัฒนธรรม และศาสนาอิสลามของพื้นที่จังหวัดชายแดนภาคใต้แล้ว จังหวัดปัตตานียังมีความได้เปรียบทางภูมิศาสตร์ที่เป็นศูนย์กลางการประมง อุตสาหกรรม และผลผลิตประมงของพื้นที่โดยรอบ หลังจากการนำเครื่องมือประมงที่มีประสิทธิภาพ (อวนลาก) ในการจับปลาหน้าดินร่วมกับเรือประมงติดเครื่องยนต์ การขยายตัวของเรือประมงและปริมาณสัตว์น้ำที่จับได้เป็นปัจจัยก่อให้เกิดการขยายตัวของอุตสาหกรรมประมงและอุตสาหกรรมที่เกี่ยวข้อง ทั้งด้านหน้าและด้านหลังในพื้นที่ การขยายตัวของอุตสาหกรรมดังกล่าวขึ้นอยู่กับปริมาณสัตว์น้ำที่จับได้และการขึ้นของปริมาณสัตว์น้ำที่ท่าเทียบเรือปัตตานีเป็นสำคัญ ปัจจุบันชาวประมงและผู้ประกอบการประสบปัญหาพื้นที่ทำการประมงลดลง เนื่องจากการประกาศเขตเศรษฐกิจจำเพาะของประเทศพื้นบ้าน ความเสื่อมโทรมของทรัพยากรสัตว์น้ำ รวมถึงปัญหาราคาน้ำมันเชื้อเพลิง ร่องน้ำตื้นเขิน การขาดแคลนลูกเรือประมง และราคาผลผลิตในตลาดตกต่ำ เป็นต้น ซึ่งส่งผลกระทาบต่อชาวประมง ทำให้เกิดการเปลี่ยนโครงสร้างในการทำประมงเพื่อความอยู่รอด ดังนั้น แนวทางในการพัฒนาอุตสาหกรรมประมงและอุตสาหกรรมที่เกี่ยวเนื่องเพื่อให้สอดคล้องกับศักยภาพและการแก้ปัญหา จึงควรวางแผนสนับสนุนให้มีการพัฒนาการเพาะเลี้ยงชายฝั่งมากขึ้น การทำประมงนอกน่านน้ำร่วมกับต่างประเทศ ตลอดจนการปรับปรุงโครงสร้างพื้นฐานเพื่ออำนวยความสะดวกต่าง ๆ ให้กับการแปรรูปและตลาดสินค้าอุตสาหกรรมประมง เช่น ปรับปรุงโครงข่ายคมนาคมที่สามารถเชื่อมโยงกับจังหวัดใกล้เคียงและประเทศมาเลเซีย พัฒนาท่าเทียบเรือและปรับปรุงขุดลอกร่องน้ำ การใช้ประโยชน์ของพื้นที่เขตอุตสาหกรรมปัตตานีบริเวณถนนนาเกลือให้มากขึ้น และวางแผนพัฒนาพื้นที่ชายฝั่งทะเลในส่วนที่เกี่ยวข้อง เพื่อรองรับการขยายตัวของอุตสาหกรรมและเมืองในอนาคต

Other Abstract (Other language abstract of ETD)

The main objective of this thesis is to propose the development plan for fishery and related industries in Pattani Province in order to increase industrial development opportunity in the future. The study area covers the coastal area of Amphoe Nongjik, Amphoe Muang Patani, Amphoe Yaring, Amphoe Panarae, Amphoe Saiburi, and King Amphoe mai Kaen, a total of 116.40 km. in length. The study focuses on Amphoe Muange area because it is the center of all activities relating to fishery and related industries. It is found that Pattani is the center of higher education, administration, Islamic culture, and religion in the Southern border area. It also has an advantage in terms of geographic setting, making it the center of fishery development and the center of sea-water animal products. Since the introduction of high-efficiency fishery equipment (trawler) with motorized fisher boats, the number of fishing boats and sea animals products have increased rapidly. This has led to the expansion of fishery and related industries in the area. At the present, fishermen are facing the problem of losing their fishing territory because of the enforcement of the neighboring countries’ Exclusive Economic Zone. Their other problems include the decrease of marine resources, high fuel price, shallow waterway, labor shortage, and low production price. The cope with such problems, several strategies are proposed. Firstly, the fishing method of the fishermen in Pattani have to be changed—more coastal aquaculture should be developed. Secondly, negotiation should be made with neighboring countries to develop a joint venture fishery investment. Thirdly, more infrastructure should be developed. This includes a transportation network linking the area to Malaysia and a new fishing port. Finally, an efficient industrial zone (Na Klua Road) should be developed as part of Pattani’s coastal development plan to support future industrial growth.
