Abstract

การวิจัยเรื่องนี้มุ่งที่จะศึกษาถึงทรัพยากรที่เป็นปัจจัยเกื้อกูลทำให้ผู้นำในเขตชุมชนเทศบาลเมืองราชบุรีก้าวเข้าสู่ตำแหน่ง และมีบทบาทเป็นผู้นำท้องถิ่น รวมถึงลักษณะเครือข่ายในบรรดาชนชั้นนำเล่านั้น โดยมีสมมุติฐานว่า ตำแหน่งหน้าที่ และ/หรือ ความมั่นคั่งร่ำรวยจะเป็นปัจจัยทรัพยากรที่สำคัญ และชนชั้นนำเหล่านี้มีเครือข่ายที่สอดประสานกันอย่างใกล้ชิด วิธีดำเนินการวิจัยใช้วิธีการศึกษาชนชั้นนำ และอำนาจในชุมชน การเก็บรวบรวมข้อมูลจากเอกสารการสัมภาษณ์ และการสังเกตการณ์โดยเข้าไปมีส่วนร่วม ระหว่างเดือนตุลาคม-ธันวาคม 2537 ผลการศึกษาสรุปได้ว่าปัจจัยที่ทำให้เกิดผู้นำท้องถิ่นในเทศบาลเมืองราชบุรีคือ ตำแหน่งหน้าที่ และความร่ำรวย เป็นปัจจัยสำคัญต่อความเป็นผู้นำชุมชนในราชบุรี ทำให้บุคคลในเขตเทศบาลราชบุรีได้รับการยอมรับและยกย่องให้เข้าสู่ตำแหน่งและมีบทบาทเป็นผู้นำท้องถิ่น ปัจจัยอื่นๆ ที่มีส่วนเกื้อกูลความเป็น ผู้นำ ได้แก่ การถือครองกรรมสิทธิ์ที่ดิน ระดับการศึกษา การเป็นสมาชิกมูลนิธิและองค์การ อายุ การรับข่าวสาร ระยะเวลาที่อาศัยในชุมชน สถานที่เกิด เชื้อชาติ เพศ และอาชีพ ผู้นำชุมชนเหล่านี้มีความสัมพันธ์กันเป็นกลุ่มก้อน คุณลักษณะของกลุ่มและเครือข่ายของผู้นำเหล่านี้มีความสัมพันธ์กับความมีอำนาจในชุมชนของผู้นำลักษณะเครือข่ายผู้นำมีความเชื่อมโยงซึ่งกันและกันในรูปแบบเครือญาติ เพื่อนสนิทมีธุรกิจร่วมกัน และทุกคนมักจะเกาะกลุ่มในการทำงานสูงกว่าชนชั้นนำรองลงมามีความสนิทสนมคุ้นเคยกันอย่างใกล้ชิดไม่มีกลุ่มใดมีอำนาจในชุมชนอย่างเด็ดขาด ความผูกพันกันภายในกลุ่มมีทั้งการเงิน เศรษฐกิจ ธุรกิจ และสังคมอาศัยความเป็นเพื่อนและมีความสัมพันธ์ระหว่างกันอย่างใกล้ชิด

Other Abstract (Other language abstract of ETD)

This study aims to investigate main sources of power that raise people into local elites in Ratchaburi municipalit, and to investigate their networks. The research hypothesis is that formal position and/or wealth are the most important sources of power and that their networks are close and light. The methodology applied in this research are the study of elitist and community structure of power methods, including direct observation in the study. Data were collected during October-December 1994. The research results confirmed that formal position and wealth are the main factors to be an elite in Ratchaburi. It is observed that wealth is necessary factory of community power structure in most categories. However, other qualifications that play a supporting roles are land ownership, good education, community participation, access to information, years of residency birth place, race sex and occupation. Ratchaburi elite members are numerous, but relationships among groups of the elite are close and tight. Network are in the forms of cousin relationships, inmate friends, business partnerships, however, it is noted that no single group holds dominant power in the Rachaburi community power structure.
