Abstract

ความเจริญเติบโตของชุมชนเมืองเชียงใหม่ในช่วงเวลาที่ผ่านมา ทำให้เกิดการพัฒนาที่อยู่อาศัยในเมืองประเภทบ้านจัดสรรขึ้นอย่างมา โดยทำเลที่ตั้งของบ้านจัดสรรเหล่านี้กระจายออกไปทั่วเขตเมืองเชียงใหม่อย่างไร้การควบคุม เฉพาะอย่างยิ่งในช่วงเวลาก่อนการประกาศใช้ผังเมืองรวมเมืองเชียงใหม่ ซึ่งเป็นผลให้เกิดปัญหาด้านต่าง ๆ ขึ้นมากมาย เช่นการให้บริการสาธารณูปโภค การจราจร เป็นต้นการศึกษาครั้งนี้ จึงมีวัตถุประสงค์เพื่อศึกษาการเปลี่ยนแปลงทำเลที่ตั้งบ้านจัดสรรในเชียงใหม่ตั้งแต่อดีตจนถึงปัจจุบันรวมทั้งคาดการณ์ในอนาคต ที่สามารถใช้เป็นข้อมูลประกอบการศึกษาในขั้นรายละเอียดต่อไป วิธีดำเนินการวิจัยเริ่มจากการศึกษาข้อมูลจากเอกสาร รายงาน รายงานการวิจัย ภาพถ่าย แผนที่ สถิติ ที่เป็นของราชการและรัฐวิสาหกิจ งานวิจัยในการศึกษา และเอกสารของเอกชน การศึกษาข้อมูลภาคสนาม ในเขตเมืองเชียงใหม่ การวิเคราะห์ปัจจัย และทำเลที่ตั้งบ้านจัดสรรต่อไปในอนาคต จากการศึกษาพบว่า ทำเลที่ตั้งบ้านจัดสรรในช่วงแรก กระจายทั่วไปในเขตเทศบาลนครเชียงใหม่เดิม ช่วงต่อมาเริ่มขยายตัวตามการขยายเขตเทศบาลในปี พ.ศ. 2526 โดยเฉพาะริมถนนสายหลักสู่อำเภอโดยรอบ และในปัจจุบันทำเลที่ตั้งบ้านจัดสรรจะอยู่ตามแนวทางหลวงไปจนถึงชุมชนสุขาภิบาลโดยรอบ โดยเฉพาะทางด้านทิศใต้ คือถนนสายเชียงใหม่-หางดง และถนนเลียบคลองส่งน้ำชลประทาน สำหรับปัจจัยที่กำหนดทำเลที่ตั้งบ้านจัดสรร ได้แก่ การขยายเขตปกครอง ข้อกำหนดการใช้ที่ดิน ความพร้อมของสาธารณูปโภค ความพร้อมของสาธารณูปการ ความพร้อมของโครงข่ายคมนาคมขนส่ง ที่ดินว่างเปล่า ราคาที่ดิน สถานการณ์ทางการตลาด มลภาวะ ทัศนคติของผู้ประกอบการ ทัศนคติผู้อยู่อาศัยในบ้านจัดสรร ซึ่งผู้ประกอบการและผู้อยู่อาศัยมีความเห็นที่แตกต่างกันในเรื่องลำดับความสำคัญของปัจจัยที่กำหนดทำเลที่ตั้งบ้านจัดสรรดังกล่าวสำหรับทำเลที่ตั้งบ้านจัดสรรในอนาคต จากการศึกษาโดยอาศัยการพิจารณาปัจจัยต่าง ๆ ดังกล่าวข้างต้น พบว่าจะอยู่ทางด้านทิศตะวันออกเฉียงเหนือของเมือง ได้แก่ สุขาภิบาลสันทรายหลวง

Following the Chiang Mai community growth, Chiang Mai has been mushrooming in housing eastate. Its extention has been growing without plan nor designation especially, prior to the promulgation of Chiang Mai city plan combination (Law) which cansed public utilities and traffic problems. The purpose of this paper is to study an change and directions of Chiang Mai housing location from the past and forcast its possibility in future which would be able to use as information and additional datas in further steps. The research was studied from documentary report. Pictures of Chiang Mai city map, its airscope, research work, education research from government, state enterprises and other private sectors. Also (Detailed) information from field research and the study report on factors of Chiang Mai housing locations in future. From the study, primarily Chiang Mai community. Were located inside the area of Chiang Mai municipality and entended following the entention of Chiang Mai municipal plan of the year (1983). It entended along the highways to its urban. In present, location (Take South) and straight to Chiang Mai hangdong highways and along the roads paratelled with canals of irrigation department. The main factor to designate housing location is the entention of governing, municipal laws and under compulsory and of land, possibility of basic utilities to the location infrastructure, communication, transport, vacant land and price of land market conditions, pollution and vision of entrepreneurs. And consumers which might be different in specification of location From studying of all factor, the possibility of housing location in future destine for the southeast of city such as SansaiLuang community.
