Abstract

แนวทางหนึ่งในการแก้ปัญหาการกระจุกตัวของกิจกรรมทางเศรษฐกิจของเมืองใหญ่ คือการพัฒนาระบบเมืองจากศูนย์กลางเดียวให้เป็นเมืองหลายศูนย์กลาง ซึ่งแนวทางนี้เป็นแนวทางพัฒนาระบบเมืองเชียงใหม่ปัจจุบัน ในการศึกษาครั้งนี้จึงมีวัตถุประสงค์หลักคือ การหารายละเอียดของการพัฒนาที่จะตอบรับแผนการสร้างศูนย์ชุมชนชานเมืองเชียงใหม่ ให้สามารถพัฒนาขึ้นมาอย่างเป็นผลตามนโยบายที่กำหนด โดยการแก้ไข หรือบรรเทาเงื่อนไขที่มีผลต่อการพัฒนา ซึ่งแบ่งออกเป็นสองประเภท คือ เงื่อนไขทางธรรมชาติ และ เงื่อนไขด้านสาธารณูปโภค – สาธารณูปการ โดยเงื่อนไขทางธรรมชาติ ที่มีผลกระทบต่อพื้นที่ศึกษา คือ ภัยน้ำท่วม และภัยที่เกิดจากแผ่นดินไหว ส่วนเงื่อนไขด้านสาธารณูปโภค – สาธารณูปการ คือ ถนน ประปา ไฟฟ้า โทรศัพท์ อันเป็นโครงสร้างพื้นฐานทั่วไป โดยนำเงื่อนไขทั้งสองประเภท มาทำการวิเคราะห์ด้วยวิธี Threshold Analysis เพื่อหาเงื่อนไขในการพัฒนา แล้วจำแนกเงื่อนไขเป็นสามระดับ คือ เงื่อนไขในการพัฒนามาก ปานกลาง และน้อย ตามลำดับ จากนั้นนำไปพิจารณาร่วมแผนการใช้ประโยชน์ที่ดินชุมชนสันทราย เพื่อที่จะตรวจสอบระดับเงื่อนไขที่มีผลต่อการใช้ประโยชน์ที่ดินในแต่ละประเภท ผลการศึกษาพบว่า เงื่อนไขในการพัฒนาระดับมาก และปานกลาง อยู่ในพื้นที่ที่มีการใช้ที่ดินแบบเข้มข้น หรือประเภทที่ดินที่มีความหนาแน่นค่อนข้างมาก คือ การใช้ที่ดินเพื่อการพาณิชยกรรม และที่อยู่อาศัยหนาแน่นปานกลาง เป็นส่วนใหญ่ ดังนั้นแนวทางแก้ไข โดยยังคงบทบาทหลักของการใช้ที่ดินแต่ละประเภทคือ การจัดแบ่งเขต(Zoning)ย่อย ในการใช้ประโยชน์ที่ดินแต่ละประเภทให้สอดคล้องกับระดับเงื่อนไขในการพัฒนา โดยทำการควบคุมความหนาแน่นในแต่ละเขตย่อยที่มีเงื่อนไขต่างๆกัน ให้มีความหนาแน่นที่เหมาะสมและมีพื้นที่โล่งว่างให้มากขึ้น ซึ่งการควบคุมความหนาแน่น และการเพิ่มพื้นที่โล่งว่างนี้ ได้ใช้มาตรการควบคุมประเภทการใช้ประโยชน์ที่ดิน พื้นที่และอาคาร และการพัฒนาโครงข่ายถนนให้เป็นระบบสอดคล้องกัน ตลอดจนทำการจัดหาสาธารณูปโภค – สาธารณูปการ ให้แก่พื้นที่ ตามระดับและความจำเป็นของเงื่อนไขที่ปรากฏ

Other Abstract (Other language abstract of ETD)

A solution for over concentration of economic activities in big cities is to transform urban system from Mono-centric to Multi-centric structure which is using in Chiang-Mai nowadays. The major objective of this study is to find the means those correspond to the plan for the sub-center, according to the urban system policy of Chiang-Mai. The guide line is to solve the problems of physical conditions divided into two kinds which are, natural, and infrastructure conditions. Natural conditions are earthquakes, and flood disaster. The infrastructure conditions are roads, water supply, electricity, and telephone. The Threshold Analysis method was used to gain the development conditions which were classified into three stages as high, medium, and low respectively. This classification attempted to examine the land use planning of San Sai community to show the conditions that impact each land use plan. The results of the study revealed that high, and medium conditions were found in intensive land use, or land use for business; and medium resident activities. The primary principle of San Sai’s development planning which based on major status of land use activities was divided into sub-zones in degrees of conditions of land use. The purposes of doing so were to control density, and the expansion of open space by means of controlling landuse activities, site, building, the providing traffic and communication system, and the infrastructure system correspond to the case study, up to degrees and necessity of the conditions.
