Abstract

การศึกษาวิจัยเรื่องนี้ มีวัตถุประสงค์เพื่อให้ทราบถึงปัญหา และอุปสรรคของการเลือกตั้งในปัจจุบันและเพื่อเปรียบเทียบแนวความคิดของนักการเมืองและข้าราชการประจำ ใช้วิธีการศึกษาแบบสำรวจและสัมภาษณ์เพิ่มเติม โดยแบ่งประเด็นการศึกษาเป็น 16 ประเด็นด้วยกัน ผลการศึกษาวิจัยพบว่าปัญหาของการเลือกตั้งในปัจจุบันคือปัญหาเรื่องการทุจริต และการซื้อสิทธิ์ขายเสียง ผลการสอบถามพบว่าแนวความคิดของนักการเมืองและข้าราชการประจำมีแนวความคิด ที่เห็นเหมือนกัน จำนวน 10 ประเด็น และมีแนวความคิดที่แตกต่างกัน จำนวน 6 ประเด็น เหตุผลที่แนวความคิดแตกต่างกันนั้นขึ้นอยู่กับผลประโยชน์ของแต่ละกลุ่มเป็นสำคัญ ซึ่งเป็นไปตามสมมุติฐานที่กำหนดไว้ ประเด็นที่แตกต่างกันคือ 1. ออกกฎหมายบังคับผู้มีสิทธิเลือกตั้งทุกคนให้ไปใช้สิทธิเลือกตั้ง หากฝ่าฝืนมีโทษปรับ 2. ใช้วิธีเลือกตั้งแบบเสียงข้างมากรอบเดียวดังที่เคยให้กันมา 3 . ส.ส. ทุกประเภทจะเป็นนายกรัฐมนตรีมิได้ 4. รัฐจัดการด้านโฆษณาประชาสัมพันธ์และพิมพ์โปสเตอร์ให้แก่ผู้สมัครทุกคนเหมือนกันหมด 5. ให้มีการตรวจสอบการเงินของพรรคการเมืองอย่างเข้มงวด 6. ออกกฎหมายกำหนดโทษผู้ทุจริตในการเลือกตั้งโดยเฉพาะผู้สมัครรับเลือกตั้งเป็นค่าปรับจำนวนสูงมาก ผู้ศึกษาวิจัยมีข้อเสนอแนะว่าเห็นควรมีการดำเนินการในเรื่องดังต่อไปนี้ มีการประชาสัมพันธ์เผยแพร่ความรู้ประชาธิปไตยให้แก่ประชาชน, ส่งเสริมให้ข้าราชการมีอุดมการณ์ทางการเมืองอย่างแท้จริง, มีการพัฒนาสถาบันพรรคการเมือง, มีคณะกรรมการเลือกตั้งมีอำนาจเต็มไม่สังกัดกระทรวงมหาดไทย, มีการแก้ไขวิธีการเลือกตั้งโดยใช้วิธีเลือกตั้งแบบสัดส่วนผสม และมีการตรวจสอบการใช้จ่ายในการเลือกตั้งอย่างเข้มงวด เป็นต้น

Other Abstract (Other language abstract of ETD)

The purpose of this research is to find out the problems and obstacks of the present electoral system and to compare the opinions of politicians and government officials in reforming such the system using survey and supplimented by interviews on 16 defferent aspects. The research has found that the main problems of present electoral system are fraudulent and vote buying. The results of questionnaires show that politicians and government officials had agreed on 10 aspects but not on the other 6. The reason for the differences bases mainly on groups’ interests and benefits which concur to the hypothesis. The 6 different opinions are: 1. Law to make a voting as mandatory, those who do not abide will be fined. 2. Using one ballot electoral system 3. Elected MP’s can not be Ministers 4. Goverment will provide same public relations and campaign meterials to all candidates. Strictly audit all political parties’ financial statement. 6. Law to impose heavy fine for candidate who make fraud in the general election. The researcher recommends that public relations and education on democracy for the people should be implemented, government officials must be instilled with true political idiology, political institute should be developed, electoral committee which has a full authority and is not under the jurisdiction of the Ministry of Interior should be established, the electoral method of a mixed proportional should be considered and a strict auditing of electoral expenses must be encouraged.
