Abstract

การวิจัยครั้งนี้มุ่งศึกษาปัจจัยสำคัญที่ส่งผลกระทบต่อความสำเร็จของการนำนโยบายไปปฏิบัติในกรณีโครงการพัฒนากรมที่ดินและเร่งการออกโฉนดที่ดินทั่วไปประเทศไปปฏิบัติ โดยมีสมมุติฐาน ซึ่งตั้งขึ้นตามทฤษฏีว่าด้วยการปฏิบัตินโยบายว่า ปัจจัยสำคัญที่มีอิทธิพลต่อความสำเร็จของโครงการ จากมากไปหาน้อย มีดังนี้ คือ (1)ความชัดเจนของเป้าหมายและวัตถุประสงค์ (2)การกำหนดภารกิจและการมอบหมายงาน (3)สมรรถนะของหน่วยงานที่นำนโยบายไปปฏิบัติด้านการสนับสนุนจากส่วนกลางและท้องถิ่น (4) การควบคุม ประเมินผล และการกระตุ้นส่งเสริม (5) การประชาสัมพันธ์ และ (6)แรงจูงใจในการปฏิบัติงานของเจ้าหน้าที่ การศึกษาใช้วิธีการวิจัยแบบสำรวจ เก็บข้อมูลโดยแบบสอบถามจำนวน 360 ชุด โดยวิธีการสุ่มตัวอย่างแบบจับฉลาก จากรายชื่อประชากรวิจัยทั้งหมด 1,148 คน เมื่อปี พ.ศ.2539 นอกจากนั้นยังได้สัมภาษณ์บุคคลที่มัทักษะและประสบการณ์ในโครงการประกอบการศึกษาเพื่อทำให้เกิดความชัดเจนยิ่งขึ้น ผลการศึกษาพบว่าสมมุติฐานการวิจัยที่ระบุไว้ข้างต้นได้รับการยืนยันบางส่วน กล่าวคือ ปัจจัยทั้ง 6 ที่ระบุไว้สมมุติฐานมีความสัมพันธ์กับความสำเร็จของโครงการเดินสำรวจเพื่อออกเอกสารสิทธิที่ดินให้แล้วเสร็จภายใน 20 ปี อย่างมีนัยสำคัญทางสถิติ โดยมีค่าความสัมพันธ์ในระดับปานกลาง และเมื่อนำค่าความสัมพันธ์ดังกล่าวมาจัดเรียงลำดับตามความสำคัญมากน้อยของการส่งผลกระทบต่อความสำเร็จของโครงการแล้วปรากฏผลที่แตกต่างจากสมมุติฐาน โดยมีความสัมพันธ์เรียงลำดับจากมากไปน้อย ดังต่อไปนี้ คือ (1) การประชาสัมพันธ์ (2)แรงจูงใจในการทำงานของเจ้าหน้าที่ (3)สมรรถนะของหน่วยงานปฏิบัติ (4) การควบคุม การกระตุ้น การส่งเสริม และการประเมินผล (5) การมอบหมายภารกิจและการมอบหมายงาน และ (6)ความชัดเจนในเป้าหมายและวัตถุประสงค์ การศึกษาเรื่องนี้บ่งชี้ว่าทฤษฎีการปฏิบัตินโยบายสามารถนำมาใช้ในการอธิบายสภาพการณ์ของการปฏิบัตินโยบายเกี่ยวกับการออกเอกสารสิทธิที่ดินได้ค่อนข้างดี โดยมีรายละเอียดบางส่วนที่ต้องมีการตรวจสอบความเหมาะสมจากการศึกษาวิจัยเชิงประจักษ์ ก่อนนำไปใช้ประโยชน์ในการปฏิบัตินโยบายของแต่ละกรณีเป็นการเฉพาะ

Other Abstract (Other language abstract of ETD)

The study investigates factors affecting the effectiveness of policy implementation of the land titling development project. It is was hypothesized, based on theories of policy implementation, that the suces of project implementation was affected by the following factors, respectively : (1) the clarity of policy gcals, (2) the clarity of task and authorization, (3) capacity of the implementation organization, (4) project control, evaluation and promotion, (5) public relation, and (6) motivation of the implementators. Survey research was applied in study. Questionnaires were used for collecting data of 360 samples which were drawn randomly from the list of 1,148 titling officers in the project. Interviewing and direct observation were also added in the study to get some in-depth information. The main finding are that the aforementioned hypothesis have confirmed party. The six mentioned factors have signiflcant relationship with the degree of the project effectiveness. They played the role of effectiveness as follows, respectively : (1) public relations, (2) motivation of the implementators, (3) capacity of the implementation organization, (4) project control, evaluation and promotion, (5) the clarity of task and authorization, and (6) the clarity of policy goals. The study indicates that theory of policy implementation can be fairly well applied to the land project implementation. However, more the study should be done for each particular project in details for the sake of operation.
