Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาปัญหา สาเหตุ และแนวทางแก้ปัญหาการบริหารงานวิชาการในโรงเรียนประถมศึกษา สังกัดสำนักงานการประถมศึกษาจังหวัดกาญจนบุรี กลุ่มตัวอย่างประชากร คือ ผู้บริหารโรงเรียนและครูวิชาการโรงเรียน จำนวนทั้งสิ้น 76 คน เครื่องมือที่ใช้ คือ แบบสัมภาษณ์ วิเคราะห์ข้อมูล โดยการวิเคราะห์เนื้อหา หาค่าความถี่ และค่าร้อยละ ผลการวิจัยพบว่า งานด้านหลักสูตรและการนำหลักสูตรไปใช้ คือ ผู้บริหารและครูไม่ศึกษาและทำความเข้าใจหลักสูตรให้ชัดเจน สาเหตุเนื่องจาก บุคลากรมีงานที่ต้องปฏิบัติมากทั้งงานสอนและงานอื่นที่ได้รับมอบหมาย แนวทางแก้ไข คือ หน่วยงานต้นสังกัดควรจัดครูให้ครบตามเกณฑ์ งานการเรียนการสอน คือ สถานที่ อุปกรณ์ เครื่องมือเครื่องใช้ และห้องพิเศษไม่เพียงพอต่อการสนับสนุนกิจกรรมการเรียนการสอน สาเหตุเนื่องจาก งบประมาณที่ได้รับจัดสรรไม่เพียงพอ แนวทางแก้ไข คือ หน่วยงานต้นสังกัดควรจัดสรรงบประมาณให้โรงเรียนเพิ่มขึ้น งานด้านวัสดุประกอบหลักสูตรและสื่อการเรียนการสอน คือ ครูขาดความรู้และทักษะในการผลิต การใช้ และการบำรุงรักษาสื่อการเรียนการสอน สาเหตุเนื่องจาก ครูไม่เห็นความสำคัญของการใช้สื่อ แนวทางแก้ไข คือ ผู้บริหารประชุมชี้แจงให้ครูเห็นความสำคัญของการใช้สื่อ งานวัดผลและประเมินผล คือ เอกสาร วัสดุอุปกรณ์ และเครื่องมือที่จำเป็นต่อการใช้วัดผลและประเมินผลไม่เพียงพอ สาเหตุเนื่องจาก งบประมาณที่ได้รับจัดสรรไม่เพียงพอ แนวทางแก้ไข คือ หน่วยงานต้นสังกัดควรจัดสรรงบประมาณให้โรงเรียนเพิ่มขึ้น งานห้องสมุด คือ หนังสือ วัสดุ และครุภัณฑ์ไม่เพียงพอ สาเหตุเนื่องจาก งบประมาณที่ได้รับจัดสรรไม่เพียงพอ แนวทางแก้ไข คือ หน่วยงานต้นสังกัดควรจัดสรรงบประมาณให้โรงเรียนเพิ่มขึ้น และโรงเรียนขอบริจาคจากเอกชนและหน่วยงานอื่น งานนิเทศภายใน คือ ผู้บริหารและครูไม่ศึกษาและทำความเข้าใจหลักการและวิธีการปฏิบัติในการนิเทศภายในอย่างชัดเจน สาเหตุเนื่องจาก บุคลากรไม่เห็นความสำคัญของการนิเทศแนวทางแก้ไข คือ ผู้บริหารและครูควรได้รับนิเทศ และประเมินผลอย่างสม่ำเสมอ งานประชุมอบรมทางวิชาการ คือ งบประมาณในการจัดประชุมอบรมทางวิชาการไม่เพียงพอ สาเหตุเนื่องจาก หน่วยงานต้นสังกัดไม่ได้จัดสรรงบประมาณในส่วนนี้มาให้โรงเรียน แนวทางแก้ไข คือ หน่วยงานต้นสังกัดควรจัดตั้งงบประมาณสำหรับพัฒนางานวิชาการให้โรงเรียน

Other Abstract (Other language abstract of ETD)

The purpose of this research was to study problems, causes and guide-line for problem-solving of the academic administration of elementary schools under the Jurisdiction of the Office of Kanchanaburi Provincial Primary Education. Samples were seventy-six administrators and academic teachers. Instruments used in this research were interview forms. Data were analyzed by content analysis, and frequency and percentage calculation. Findings were as follows: According to curriculum and curriculum implementation task, administrators and teachers did not study and understand the curriculum clearly. Cause of the problem was the over loaded of teaching and other jobs. The guide-line for solving this problem was to fill up enough number of teachers. According to the instruction task, there were insufficient amount of space, materials and special classroom for teaching activities. Cause of the problem was the insufficience of budget. The guide-line for solving this problem was the increasing of budget. According to thesupplementary materials and instructional media, teachers were lack of knowledge and skill to produce, use and maintain the materials. Cause of the problem was that teachers did not realize the importance and neglected them in teaching. The guide-line for solving this problem was to set up a meeting for consultation among the administrators and teachers. According to the measurement and evaluation, there were insufficient amount of documents, materials and necessary equipments. Cause of the problem was the insufficient budget. The guide-line for solving this problem was the increasing of budget. According to school libraries, there were insufficient amount of texts and materials. Cause of the problem was the insufficient of budget. The guide-line for solving this problem were the increasing of budget and the contribution from external agencies. According to internal supervision, administrators and teachers did not study and understand clearly about principle and practice of supervision. Cause of the problemwas they did not realize its importance. The guide-line for solving this problem was that administrators and teachers should be supervised and evaluated regularly. According to training academic training task, there were insufficient of budget. Cause of the problem was insufficient budgetting from the superordinate office. The guide-line for solving this problem was the provision of budget for academic development.
