Abstract

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษานโยบายต่างๆ ของภาครัฐที่ส่งเสริมการเข้าถึงและใช้ประโยชน์จากสารสนเทศของผู้พิการทางสายตา ศึกษาปัญหาและอุปสรรคในการเข้าถึงและใช้ประโยชน์จากสารสนเทศจากสื่อต่างๆ โดยเฉพาะอินเทอร์เน็ตของผู้พิการทางสายตา ศึกษาทัศนคติของผู้พิการทางสายตาที่มีต่ออินเทอร์เน็ตในฐานะที่เป็นสื่อที่อาจจะสามารถช่วยลดความเหลื่อมล้ำทางสารสนเทศของผู้พิการทางสายตาได้ และศึกษาลักษณะการเคลื่อนไหวทางสังคมของชุมชนคนตาบอดในเรื่องการเข้าถึงสารสนเทศ โดยใช้วิธีวิจัยทั้งเชิงคุณภาพและปริมาณด้วยการสัมภาษณ์แบบเจาะลึก การใช้แบบสอบถาม การรวบรวมข้อมูลจากเอกสาร กับกลุ่มตัวอย่างที่เป็นผู้พิการทางสายตาที่ใช้อินเทอร์เน็ตจำนวน 30 คน ผู้นำชุมชนคนตาบอด นักเคลื่อนไหวทางสังคมที่ทำงานร่วมกับชุมชนคนตาบอด และเจ้าหน้าที่ระดับสูงและผู้รับผิดชอบโครงการของหน่วยงานภาครัฐ เพื่อให้ได้ข้อมูลทั้งในภาพกว้างและลึกของการเข้าถึงและการใช้ประโยชน์จากสารสนเทศของผู้พิการทางสายตา โดยทำการเก็บข้อมูลในเดือนเมษายน-สิงหาคม พ.ศ. 2550 ผลการศึกษาพบว่า ปัจจุบันนโยบายที่ส่งเสริมการเข้าถึงสารสนเทศของผู้พิการทางสายตาของภาครัฐถูกนำมาปฏิบัติให้เกิดผลในปริมาณน้อย และพบว่าผู้พิการทางสายตาที่ทำการสำรวจส่วนใหญ่ยังคงประสบปัญหาการเข้าถึงและใช้ประโยชน์จากสารสนเทศในเกือบทุกๆ สื่อ โดยเฉพาะสื่อที่มาทดแทนสื่อสิ่งพิมพ์ของผู้พิการทางสายตา อันเนื่องมาจากปัจจัยเรื่องเทคโนโลยีที่มีราคาแพงและการออกแบบเว็บไซต์ที่ไม่รองรับการเข้าถึงสารสนเทศของผู้พิการทางสายตา การขาดความรู้และความไม่เอื้ออำนวยของระบบสังคม และการสนับสนุนจากผู้วางนโยบายและผู้บริหารของหน่วยงานภาครัฐ สำหรับการเคลื่อนไหวทางสังคม พบว่า ชุมชนคนตาบอดมีความเคลื่อนไหวทั้งทางด้านกฎหมายและนโยบายโดยผู้นำชุมชนคนตาบอดและทางด้านภาคประชาสังคม และพบว่า ผู้พิการทางสายตาส่วนใหญ่ที่ทำการสำรวจคิดว่าสื่ออินเทอร์เน็ตจะช่วยลดความเหลื่อมล้ำในการเข้าถึงสารสนเทศของผู้พิการทางสายตาได้

Other Abstract (Other language abstract of ETD)

This research aims to study the access to and use of information especially the Internet by visually impaired people in Thailand. The research methodology used in this study is document research, survey, and in-depth interviews of the following subjects- 30 Internet users with visual impairment, policy makers and government project coordinators as well as opinion leaders in the Blind community, and social activists. All the data were collected during April to August, 2007. The study shows that there is a low level of implementation of policies regarding information access for people with disabilities in Thailand. In terms of access and use, all the interviewees encounter information deficiency in most of the media owning to factors such as technology costs and design, the lack of knowledge and support from society, and adequate support from the government. The study also finds that the Blind community has initiated social movements both at the policy/legal level and civic level. Moreover, the study finds that the studied blind Internet users believe that Internet will be an alternative information resource capable of narrowing the digital divide and knowledge gap between people with visual impairment and abled people as well as the gap among people with visual impairment in different socio-economic levels.
