Abstract

ศึกษาบทบาทเว็บมาสเตอร์ในการกลั่นกรองเนื้อหาภายในเว็บไซต์ โดยการสัมภาษณ์เชิงลึกเว็บมาสเตอร์ของเว็บไซต์ที่ได้รับความนิยมจากผู้ใช้ 4 เว็บไซต์ ได้แก่ Sanook.com, Mthai.com, Hunsa.com และ Pantip.com โดยใช้กรอบแนวคิดของทฤษฎีนายทวารข่าวสารมาวิเคราะห์บทบาทของเว็บมาสเตอร์ในการกลั่นกรองเนื้อหาภายในเว็บไซต์ แล้วนำผลการศึกษาบทบาทของเว็บมาสเตอร์ดังกล่าวมาเปรียบเทียบกับมาตรฐานที่ทางสภาวิชาชีพผู้ดูแลเว็บไทยได้กำหนดไว้ การศึกษาพบว่า บทบาทของเว็บมาสเตอร์ในการกลั่นกรองเนื้อหาที่ไม่เหมาะสมของเว็บมาสเตอร์ แต่ละเว็บไซต์มีเกณฑ์การพิจารณาความเหมาะสมของเนื้อหาที่นำเสนอทางเว็บไซต์แตกต่างกันไป โดยเกณฑ์ที่เว็บมาสเตอร์ของแต่ละเว็บไซต์ใช้ในการพิจารณาความเหมาะสมของเนื้อหาที่นำเสนอทางเว็บไซต์ ได้แก่ การใช้กฎหมายในสังคม ความมั่นคงของชาติ การอ้างอิงตามสื่ออื่นซึ่งส่วนมากมักใช้การอ้างอิงตามสื่อสิ่งพิมพ์ การร้องเรียนของผู้ใช้และวิจารณญาณของเว็บมาสเตอร์ ส่วนวิธีที่ใช้ในการกลั่นกรองเนื้อหาที่ไม่เหมาะสมของแต่ละเว็บไซต์จะอยู่ในรูปแบบเดียวกัน ได้แก่ อันดับแรกผู้ใช้ต้องสมัครสมาชิกโดยแจ้งความเป็นตัวตนก่อนจึงสามารถเข้าใช้บริการต่างๆ ภายในเว็บไซต์ได้ จากนั้นเว็บมาสเตอร์จะเป็นผู้กลั่นกรองเนื้อหาด้วยตัวเองในเบื้องต้น และมีการให้ผู้ใช้หรือผู้อ่านแจ้งลบ แต่จะมีบางเว็บไซต์ที่เว็บมาสเตอร์ให้อำนาจแก่ผู้ใช้ในการใช้วิจารณญาณกลั่นกรองเนื้อหาที่ไม่เหมาะสมในเว็บไซต์ โดยไม่ต้องผ่านวิจารณญาณของเว็บมาสเตอร์ นอกจากนี้ยังมีการใช้โปรแกรมกรองคำ และถ้าเนื้อหาที่ไม่เหมาะสมนั้นมีการร้องเรียนถึงขั้นเป็นคดีความ เว็บมาสเตอร์จะให้ความร่วมมือกับภาครัฐในการสืบหาผู้กระทำผิด โดยเว็บมาสเตอร์ได้ทำการเก็บ IP address เอาไว้ ในส่วนของปัจจัยที่มีอิทธิพลต่อบทบาทในการกลั่นกรองเนื้อหาที่ไม่เหมาะสมของเว็บมาสเตอร์ การวิจัยนี้พบว่า ลักษณะของสื่ออินเทอร์เน็ตทำให้เว็บมาสเตอร์ไม่สามารถกลั่นกรองเนื้อหาที่ไม่เหมาะสมได้ทันท่วงที ซึ่งการที่เว็บมาสเตอร์ให้ผู้ใช้ใช้วิจารณญาณในการกลั่นกรองเนื้อหาที่ไม่เหมาะสมในเว็บไซต์ได้ เป็นการช่วยลดปัญหาในส่วนนี้ และเว็บไซต์ที่มุ่งหารายได้จากค่าโฆษณา จะทำให้การทำหน้าที่กลั่นกรองเนื้อหาที่ไม่เหมาะสมของเว็บมาสเตอร์ด้อยลง ส่วนการเปรียบเทียบระหว่างการทำหน้าที่กลั่นกรองเนื้อหาที่ไม่เหมาะสมของเว็บมาสเตอร์ และมาตรฐานของสภาวิชาชีพผู้ดูแลเว็บไทย การวิจัยครั้งนี้พบว่า เว็บมาสเตอร์มีการปฏิบัติตามมาตรฐานที่กำหนดไว้ เนื่องจากเว็บไซต์ได้ร่วมลงนามรับร่างของสภาวิชาชีพ อีกทั้งเว็บไซต์มีลักษณะเป็นเว็บไซต์ที่มีมาตรฐานดี การนำเสนอเนื้อหาที่ไม่เหมาะสมภายในเว็บไซต์จึงมีไม่มาก

Other Abstract (Other language abstract of ETD)

To study webmaster’s role as website gatekeepers by in-depth interviewed webmasters of 4 popular websites such as Sanook.com, Mthai.com, Hunsa.com and Pantip.com by using concept of gatekeepers to analyzed webmaster’s role as website gatekeepers. Then take the result of study webmaster’s role to compare with the standard of the Webmaster Council of Thailand as defined The study found that webmaster’s role to screen unsuitable contents of each webmaster have the different criteria to consider the suitability of content that present on website. The criteria that each webmaster used to consider the suitability of contents that present on website are the usages of social law, National Security, referenced by other media usually used reference by printing media, complain by user and webmaster discretion. The method of unsuitable content screening of each website is the same format such as the first registering as member to authentication before use website then, webmaster screen it himself, user or reader notices to delete but in some website, webmaster empower to user to use discretion to screen unsuitable contents on website that don’t have to pass webmaster discretion. Further more using word screen program. If there are some case come to court webmaster will give there IP Address to responsible officer. In the part of influence factor on role to screen unsuitable contents of webmaster, this research found that Internet characteristic make webmaster can’t screen unsuitable contents immediately. The way that webmaster empower to user to use discretion to screen unsuitable contents on website can reduce this problem. If website is willing to make money from advertising, the role to screen unsuitable contents of webmaster is less efficiency. In the part of comparison between the role to screen unsuitable contents of webmaster and the standard of the Webmaster Council of Thailand, this research found that webmaster practiced on standard is should done because website that signed on to membership of Council is website that has good standard and don’t have anymore unsuitable contents on website.
