Abstract

การกำหนดพื้นที่เสี่ยงต่อการเกิดโจรกรรมยานยนต์ ในท้องที่สถานีตำรวจนครบาลพญาไท มีวัตถุประสงค์เพื่อศึกษาแบบรูปการกระจายตัวของจุดโจรกรรมยานยนต์ ในเขตท้องที่ของสถานีตำรวจนครบาลพญาไท และวิเคราะห์หาพื้นที่และช่วงเวลาที่มีความเสี่ยงต่อการโจรกรรมยานยนต์โดยใช้โปรแกรม CrimeStat ในการวิเคราะห์ การศึกษาในครั้งนี้ใช้โปรแกรม CrimeStat ซึ่งเป็นโปรแกรมเชิงพื้นที่เฉพาะด้านที่ใช้ในการจัดการด้านอาชญากรรม มากำหนดพื้นที่เสี่ยงต่อการเกิดโจรกรรมยานยนต์ในท้องที่สถานีตำรวจนครบาลพญาไท และไม่เคยมีการใช้โปรแกรมนี้มาก่อนในประเทศไทย โดยการเตรียมข้อมูลด้านต่างๆที่เกี่ยวข้อง เช่น แผนที่ตัวเมือง ข้อมูลด้านอาชญากรรมจากหน่วยงานที่เกี่ยวข้อง และเข้าสู่ขั้นตอนการเก็บข้อมูลภาคสนาม หลังจากนั้นจึงใช้ฟังก์ชันของโปรแกรม CrimeStat ได้แก่ ส่วนเบี่ยงเบนมาตรฐานวงรี ( SDE ) การวิเคราะห์ย่านใกล้เคียงสุด ( NNA ) และการประมาณค่าความหนาแน่นแก่นกลางกำลังสี่ ( QKDE ) ในการกำหนดพื้นที่เสี่ยงโดยคำนวณจากจุดที่เกิดคดี และแสดงผลที่ได้ในซอฟต์แวร์ ArcView ซึ่งผลลัพธ์ที่ได้มีลักษณะเป็นความแตกต่างของแถบสีที่แสดงความเสี่ยงของแต่ละพื้นที่ในช่วงระหว่าง พ.ศ. 2546-2548 ผลการศึกษาพบว่า พื้นที่ที่มีความเสี่ยงต่อการโจรกรรมยานยนต์ส่วนใหญ่เกิดขึ้นในบริเวณตอนใต้และทางตอนกลางค่อนไปทางเหนือของพื้นที่ศึกษา ซึ่งพื้นที่ดังกล่าวเป็นย่านที่อยู่อาศัยและย่านการค้า ได้แก่ ชุมชนกิ่งเพชร ย่านการค้าประตูน้ำ แฟลตตำรวจ เป็นต้น จึงสรุปได้ว่าการโจรกรรมยานยนต์ที่เกิดขึ้นส่วนใหญ่จะเกิดตามแหล่งชุมชนที่มีคนอยู่อาศัยหนาแน่นมาก นอกจากนี้ยังพบว่าช่วงเวลาตั้งแต่ 18:00 – 23:59 น. เป็นช่วงเวลาที่เสี่ยงต่อการโจรกรรมยานยนต์มากที่สุด

Determining risk areas for motor vehicle theft susceptibility under the jurisdiction of Phyathai Police Station aim to study the distribution pattern of motor vehicle theft susceptibility under the jurisdiction of Phyathai Police Station and analysis risk time and areas for motor vehicle theft susceptibility using a CrimeStat program. The program in the study regarded as a specific spatial program for crime management to determine risk areas for motor vehicle theft susceptibility under the jurisdiction of Phyathai Police Station and it has nerver been conducted in Thailand. There are many procedures involving in this study such as preparation of a city map, collection of crime data from relevant organization and monitoring field completion process. The data is manipulated by means of CrimeStat program and display the outcomes in a ArcView software. The data is depicted in various shades of color presenting the distribution of risk areas in 2003 – 2005 A.D. The results show that the most of high risk areas are in the south and the north of the study area denoted as the residential and commercial areas such as Kingphet community, Pratunam commercial center, residential Police flats and so on. In conclusion, most of motor vehicle theft susceptibilities take place in the high density residential areas. Moreover, the time between 6 p.m. - 11:59 p.m. is considered as the highest risk period for motor vehicle theft susceptibility.
