Abstract

การ'วิจัยครั้งนี้ มีวัตถุประสงค์ เพื่อศึกษาเนื้อหาในคอลัมน์ร้องทุกข์ ของหนังสือพิมพ์รายวัน 3 ฉบับ คือ หนังสือพิมพ์ ข่าวสด ไทยรัฐ และสยามรัฐ เป็นระยะเวลา 1 ปี ตั้งแต่วันที่ 1 มกราคม พ.ศ. 2540 - วันที่ 31 ธันวาคม พ.ศ. 2540 ประกอบการ สัมภาษณ์คอลัมน์นิสต์ประจำคอลัมน์ร้องทุกข์ เป็นการวิจัยเชิงปริมาณ และคุณภาพ. ผลการศึกษาเนื้อหาในคอลัมน์ร้องทุกข์พบว่า 1. ประชาชนที่ร้องทุกข์ พบว่า เป็นเพศชายมากกว่าเพศหญิง และอาศัยอยู่ในเขตกรุงเทพมหานครมากที่สุด และหน่วยงานที่เแจงกลับมา คือ หน่วยงานราชการและรัฐวิสาหกิจ 2. บุคคลและหน่วยงานที่ถูกประชาชนร้องทุกข์มากที่สุด คือ บุคคลและหน่วยงานเอกชน และหน่วยงานราชการและรัฐวิสาหกิจ 3. เนื้อหาประเด็นร้องทุกข์ และประเด็นชี้แจง พบว่าส่วนใหญ่เป็นปัญหาที่เกี่ยวกับการคมนาคม การจราจร และการบริการทางด้านสาธารณูปโภค และเรื่องเกี่ยวกันกฎหมาย และนักการเมือง ผลการศึกษาเนื้อหาในจดหมายที่ไม่ได้รับการลัดเลือกนำเสนอในคอลัมน์ร้องทุกข์ ส่วนใหญ่เป็นจดหมายที่มีลักษณะ การพาดพิงถึงความมั่นคงของชาติ ศาสนา และองค์พระมหากษัตริย์ และเป็นเรื่องของความเดือดร้อน หรือ เรื่องการแสดงความคิดเห็นส่วนตัว ที่ไม่เป็นประโยชน์ต่อสาธารณชน ผลการศึกษาเนื้อหาจากการสัมภาษณ์คอลัมน์นิสต์ประจำคอลัมน์ร้องทุกข์ พบว่าแนวทางการพิจารณาลัดเลือก จดหมาย คือ พิจารณาจากสภาพความสำคัญของปัญหา ความเร่งด่วนของปัญหา ความจำกัดของพื้นที่คอลัมน์ และเรื่องที่อยู่ในความสนใจของคนในขณะนั้น

Other Abstract (Other language abstract of ETD)

The research aims to focus on the complaints column appearing in 3 newspapers, namely Kao-Sod, Thai-Rath and Siam-Rath by content analysis over a span of one year from January1, 1997 - December 31, 1997 as well as interviewing columnists. Studies of the contents reveal the following : 1. Spectrum of complainers and agencies responding with explanations. It is found that there are more men complaints than women with the greater number living in Bangkok Metropolis. The agencies responding with explanations are mostly government agencies and state enterprises. 2. Those targeted by complainers are mostly private persons, private organizations and government agencies and state enterprises. 3. Problems of communications, traffic and public utility management, and problems related to legal political issues stand out among the subjects to complaints. There were also letters rejected by newspaper as not fit for the publication as they generally cover subjects detrimental to national security, the religion and the monarchy. Letters containing personal matters that do not serve public interests were also rejected. Results of this research and also based on interviews with columnists who stated that selections of letter for publication rest with significance of subjects, problems requiring urgent solution, space limitations, and current issues of interest to the readers.
