Abstract

เพื่อสร้างเกณฑ์คุณลักษณะของบรรณารักษ์ห้องสมุดประชาชน และศึกษาคุณลักษณะของบรรณารักษ์ห้องสมุดประชาชนตามนโยบายใหม่ ของกรมการศึกษานอกโรงเรียน เปรียบเทียบความคิดเห็นต่อคุณลักษณะในการปฏิบัติงานของบรรณารักษ์ ระหว่างผู้บริหารห้องสมุดประชาชนและบรรณารักษ์ และกำหนดความต้องการพัฒนาคุณลักษณะของบรรณารักษ์ห้องสมุดประชาชน ในด้านความรู้ ด้านความสามารถ ด้านประสานงานและการวางแผน ด้านคุณธรรมจรรยาบรรณและด้านบุคลิกภาพ กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้คือ ผู้เชี่ยวชาญจำนวน 10 คน ผู้ใช้บริการจำนวน 20 คน ผู้บริหารห้องสมุดประชาชน และบรรณารักษ์จำนวน 520 คน เครื่องมือที่ใช้ในการวิจัยมี 5 ชนิด คือแบบสัมภาษณ์จำนวน 1 ชุด และแบบสอบถามจำนวน 4 ชุด การวิเคราะห์ข้อมูลใช้สถิติร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ดัชนีความสอดคล้องของข้อคำถามกับเนื้อหาตามวัตถุประสงค์ของการวิจัย และสถิติทดสอบความแตกต่างระหว่างค่าเฉลี่ยของ 2 กลุ่ม (t-test) สรุปผลการวิจัยได้ดังนี้ 1. เกณฑ์คุณลักษณะของบรรณารักษ์ห้องสมุดประชาชนตามนโยบายใหม่ ของกรมการศึกษานอกโรงเรียน มีจำนวนทั้งสิ้น 91 รายคุณลักษณะ แบ่งเป็นด้านความรู้ 24 รายคุณลักษณะ ด้านความสามารถ 23 รายคุณลักษณะ ด้านประสานงานและการวางแผน 12 รายคุณลักษณะ ด้านคุณธรรมจรรยาบรรณ 17 รายคุณลักษณะ และด้านบุคลิกภาพ 15 รายคุณลักษณะ 2. คุณลักษณะตามสภาพปัจจุบันของบรรณารักษ์ตามความคิดเห็น ของผู้บริหารและบรรณารักษ์ อยู่ในสภาพตามเกณฑ์ระดับมากทุกด้าน โดยมีความรู้เรื่องภาษาต่างประเทศ ความสามารถเรื่องการใช้คอมพิวเตอร์และเทคโนโลยีเพื่องานห้องสมุด การวางแผนเรื่องการพัฒนาอาสาสมัครไว้ช่วยงานห้องสมุด จรรยาบรรณวิชาชีพบรรณารักษ์และลักษณะการเป็นผู้นำ อยู่ในระดับน้อยที่สุดของแต่ละด้าน 3. คุณลักษณะของบรรณารักษ์ ตามความคิดเห็นของบรรณารักษ์มีสภาพตามเกณฑ์สูงกว่าผู้บริหาร อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ซึ่งสอดคล้องกับสมมติฐาน และคุณลักษณะของบรรณารักษ์ตามนโยบายใหม่ มีระดับสูงกว่าตามสภาพปัจจุบันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ซึ่งสอดคล้องกับสมมติฐานเช่นเดียวกัน 4. ความต้องการพัฒนาคุณลักษณะของบรรณารักษ์ห้องสมุดประชาชนตามนโยบายใหม่ 3 อันดับแรกของด้านความรู้ ด้านความสามารถ ด้านประสานงานและการวางแผน ด้านคุณธรรมจรรยาบรรณ และด้านบุคลิกภาพ มีจำนวน 17 รายคุณลักษณะ

Other Abstract (Other language abstract of ETD)

To construct public librarian criteria and characteristics under the new policy of Non-Formal Education Department and to compare opinions of the public library administrators and librarians towards the public librarian characteristics in performing their actual works in 5 aspects : knowledge, ability, cooperation and planning, morality and ethics, and personality. The sample used in this study were 10 experts 20 service recipients, 520 public library administrators and public librarians. The instruments used for collecting data were 1 interview form and 4 questionnaires. The statistics used for analyzing data were percentage, mean, standard deviation, index of item objective congruence and t-test. The research findings were as follows: 1. There were 91 public librarian characteristics : 24 knowledge characteristics, 23 ability characteristics, 12 cooperation and planning characteristics, 17 morality and ethics characteristics and 15 personality characteristics. 2. In the opinions of the public library administrators and librarians, librarian characteristics criteria of each particular aspect was at the high level, while knowledge on foreign languages, ability in the use of computer and technology for library works, planning for development of volunteers for helping library works, librarian ethics, and leadership aspects were at the lowest level of each particular aspect. 3. In the opinions of librarians, librarian characteristics criteria was higher than administrators' at the 0.05 level of statistical significance which was relevant to the hypothesis. 4. There were 17 librarian characteristics of the first three orders in each particular aspect needed to develop under this new policy.
