Abstract

วางแนวทางการปรับปรุงสภาพแวดล้อมทางกายภาพ ในย่านอุตสาหกรรมถนนสุขสวัสดิ์ และย่านอุตสาหกรรมถนนปู่เจ้าสมิงพราย ที่ก่อให้เกิดสภาพปัญหาและผลกระทบต่อประชาชนในพื้นที่ โดยมุ่งเน้นในเรื่องปัญหามลพิษ ได้แก่ มลพิษทางน้ำ, มลพิษทางอากาศ, มลพิษทางเสียง และปัญหาขยะมูลฝอย เพื่อสามารถนำสภาพปัญหาในพื้นที่มาใช้ในการกำหนดแนวทาง และมาตรการปรับปรุงสภาพพื้นที่ต่อไป จากการศึกษาพบว่า อุตสาหกรรมตามแนวถนนสุขสวัสดิ์และถนนปู่เจ้าสมิงพราย เกิดขึ้นจากความได้เปรียบในด้านที่ตั้งที่ใกล้กรุงเทพมหานคร ซึ่งเป็นศูนย์กลางการค้าที่สำคัญของประเทศ ประกอบกับสภาพพื้นที่ติดริมแม่น้ำเจ้าพระยา จึงทำให้มีความสะดวกในการคมนาคมขนส่ง และเกิดการกระจายตัวของอุตสาหกรรม โดยเฉพาะบริเวณริมฝั่งถนนสุขสวัสดิ์และถนนปู่เจ้าสมิงพราย โดยอุตสาหกรรมที่มีการกระจายตัวมากในฝั่งถนนสุขสวัสดิ์ จะเป็นอุตสาหกรรมสิ่งทอ ส่วนฝั่งถนนปู่เจ้าสมิงพรายจะเป็นอุตสาหกรรมโลหะและผลิตภัณฑ์โลหะ ซึ่งในปี พ.ศ. 2539 พื้นที่บริเวณริมฝั่งถนนดังกล่าวมีข้อจำกัดด้านการขยายตัว ของอุตสาหกรรมหลายประการ เช่น ราคาที่ดินที่สูงขึ้น พื้นที่ว่างด้านในมีระบบสาธารณูปโภคและสาธารณูปการที่พร้อมมากขึ้น ข้อกำหนดการใช้ประโยชน์ที่ดินของรัฐ เป็นต้น ทำให้สามารถคาดการณ์แนวโน้มการขยายตัวของอุตสาหกรรมได้ว่า อุตสาหกรรมส่วนใหญ่จะเป็นอุตสาหกรรมขนาดเล็ก ที่จะกระจายตัวแทรกไปตามพื้นที่พักอาศัย และพื้นที่เกษตรกรรมแทนอุตสาหกรรมขนาดใหญ่ ที่โดยมากจะย้ายเข้าไปตั้งในเขตนิคมอุตสาหกรรมแทน ซึ่งพบว่าการขยายตัวของอุตสาหกรรมที่เกิดขึ้น นอกจากจะส่งผลกระทบต่อสิ่งแวดล้อม และประชาชนในพื้นที่ตำบลบางพึ่ง บางครุ บางจาก และสำโรงใต้ ในระดับปานกลางและตำบลสำโรง สำโรงกลาง บางหญ้าแพรก บางหัวเสือในระดับน้อยแล้ว ยังก่อให้เกิดผลกระทบด้านอื่นๆ ตามมา ได้แก่ ปัญหาการใช้ที่ดิน ปัญหาการบริการสาธารณูปโภคสาธารณูปการ ดังนั้น จึงจำเป็นที่จะต้องมีการจัดการปัญหาด้านสิ่งแวดล้อม ตามระดับความรุนแรงของปัญหาในแต่ละพื้นที่ โดยคำนึงถึงลักษณะเฉพาะของอุตสาหกรรมและแนวโน้มการขยายตัวในอนาคต รวมทั้งศักยภาพของพื้นที่ เพื่อใช้เป็นแนวทางในการวางมาตรการปรับปรุงสภาพพื้นที่ให้ดีขึ้น ซึ่งนอกจากจะทำให้ประชาชนในพื้นที่มีคุณภาพชีวิตที่ดีขึ้นแล้ว ยังเป็นการเตรียมพร้อมเพื่อรองรับการขยายตัวที่จะเกิดขึ้นต่อไป

Other Abstract (Other language abstract of ETD)

To prepare improvement guidelines for physical environmental in industrial zone along both Suksawas road and Poochaosamingprai road which effect the people in those areas. This thesis will concern about environmental problems including water pollution, air pollution, noise pollution and garbage disposal which will be used to select the suitable method and strategy to improve the condition of those areas. The study indicates that the area along Suksawas road and Poochaosamingprai road is considered to be a good location for industries because it is not only close to Bangkok, the commercial center of the country, but also close to Chaopraya river which offers the ability of convenient transportation for the industries. Most industries along Suksawas road are garment industries while the industries along Poochaosamingprai are steel industries. In 1996, there was a limitation for the expansion of those areas because of the higher price of land, some other spaces available far from the road are more comfortable than ever, all utilities supply are available and limitation in land using by the government. Therefore, we can forecast the trend of expansion that small industry will distribute all over the residential area and agricultural area but large industry will move into industrial area. The expansion of these small industries into residential area affect both to environment and residence in Bangphung, Bangkru, Bangchak and Sumrongtai in moderate level and in Sumrong, Middle Sumrong, Bangyaprag, Banghuasua in small level and also have some other effects such as land utilization problem and utilities supply problem. Thus, it is nescessary to manage these environmental problems according to the degree of the problem in each area by considering the special characteristic of the industries, trend of expansion in the future and the potential of each area. The results of improvement not only enhance the quality of life but also prepare itself for future expansion.
