Abstract

การศึกษาครั้งนี้ มีจุดมุ่งหมายเพื่อเสนอกระบวนการพัฒนาการท่องเที่ยวเพื่อการพัฒนาชุมชนท้องถิ่น ในพื้นที่ชุมชนอันเป็นที่ตั้งของแหล่งท่องเที่ยวหลักในเขตอำเภอเมือง จังหวัดนครนายก ซึ่งประกอบด้วยน้ำตาสาริกาในเขตตำบลสาริกา และน้ำตกนางรองในเขตตำบลหินตั้ง รวมถึงอุทยานแห่งชาติเขาใหญ่อันเป็นพื้นที่ต่อเนื่องกับแหล่งท่องเที่ยวหลักทั้งสองแห่ง ขั้นตอนและวิธีการศึกษา ได้ทำการศึกษาและรวบรวมข้อมูลสภาพทั่วไปและการท่องเที่ยวของพื้นที่ โดยเลือกแนวความคิด ทฤษฎีที่เกี่ยวข้องมาใช้อธิบายหรือเป็นพื้นฐานในการวิเคราะห์ ซึ่งได้แก่ แนวความคิดที่เกี่ยวกับการท่องเที่ยว แนวความคิดที่เกี่ยวข้องกับการพัฒนาชุมชน แนวความคิดตามแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติฉบับที่ 8 ตลอดจนกรอบการพัฒนาตามข้อเสนอของแผนต่าง ๆ ระดับจังหวัด จากการศึกษา ได้นำเสนอองค์ประกอบหรือปัจจัยในการพัฒนาการท่องเที่ยวเพื่อพัฒนาชุมชนท้องถิ่น โดยเห็นว่ามีปัจจัยที่เกี่ยวข้อง 4 ประการ คือปัจจัยด้านสภาพของพื้นที่ที่เอื้ออำนวยต่อการพัฒนา ปัจจัยด้านความพร้อมของชุมชน และปัจจัยด้านองค์กรความร่วมมือในการพัฒนา โดยมีเป้าหมายเพื่อให้เกิดการพัฒนาการท่องเที่ยวในชุมชนท้องถิ่นอย่างยิ่งยืน ให้ความสำคัญกับผลของการพัฒนาที่ส่งเสริมศักยภาพและคุณภาพชีวิตของคนในท้องถิ่นให้มีความสามารถและมีส่วนร่วมในการพัฒนาการท่องเที่ยวทั้งระบบ แนวทางดำเนินการที่เสนอเพื่อให้บรรลุเป้าหมาย เริ่มตั้งแต่การสร้างความสัมพันธ์กับชุมชน เพื่อริ่เริ่มการสร้างเครือข่ายความร่วมมือให้เกิดขึ้น ให้ความรู้ความเข้าใจแก่ท้องถิ่นในเรื่องของการท่องเที่ยวที่ยั่งยืนและบทบาทของชุมชน ถ่ายทอดความรู้และประสบการณ์ด้านการท่องเที่ยวตลอดจนพัฒนาทักษะด้านต่าง ๆ ให้ชุมชนท้องถิ่นมีความสามารถในการดำเนินการได้ด้วยตนเอง สร้างเครือข่ายความร่วมมือระหว่างฝ่ายต่าง ๆ ขึ้นเพื่อดำเนินการ และถ่ายเทบทบาทจากหน่วยงานส่วนกลางโดยเปิดโอกาสให้ท้องถิ่นเป็นผู้ดำเนินการมากยิ่งขึ้น โดยที่เครือข่ายความร่วมมือประกอบด้วยฝ่ายต่าง ๆ ได้แก่ ประชาชนในชุมชนท้องถิ่น องค์กรปกครองท้องถิ่น องค์กรจากรัฐที่เกี่ยวข้องภาคเอกชนหรือผู้ประกอบการ องค์กรพัฒนาเอกชน และสถาบันการศึกษา

Other Abstract (Other language abstract of ETD)

The objectives of this research are to identify the process of tourism development for community development. The Muang District of Nakhon Nayok Province is selected to be a study town because of its prominent main tourism resources, includes of Sarika waterfall in Sarika Subdistrict, Nang Rong waterfall in Hin Tung Subdistrict and Khao Yai National Park that connects to the two mentioned waterfalls. Process and methodology of study are 1) to survey the existing situation and to collect data covers tourism condition of the study are 2) to pick and choose the available concepts or involving tourism theories to use in explanation and analyzing. The result of study proposes components or factors of the tourism development for local community development. The study is found out 4 components or related factors. There are : ∣. The physical of study area privileges to development. ∥. The direction of development in following the policy or overall framework of development. III. The readiness of community and IV. The corporation of organization for development. The above 4 factors are suggested to consider under the sustainable tourism development by focusing on the result of development that promote the potentiality, quality of life, capability and participation in tourism development of people in their own communities. The possibility to follow the procedure of achievement to begin with, to make cooperative networks within community, to educate people about sustainable development and rote of their community and lastly, to make that community to be economically in dependent. By this way, it is an alternative on increasing the effectiveness of the tourism development.
