Abstract

การศึกษาความคิดเห็นของข้าราชการรัฐสภาสามัญที่มีต่อบทบาทและความรับผิดชอบ ของสมาชิกสภาผู้แทนราษฎร มีวัตถุประสงค์เพี่อศึกษาถึงความรู้ความเข้าใจ และความคิดเห็นของ ข้าราชการที่มีต่อบทบาทและความรับผิดชอบของสมาชิกสภาผู้แทนราษฎรตามที่กำหนดไว้ในกฎหมาย รวมทั้งบทบาทในฐานะสถาบันทางการเมือง ตลอดจนความสัมพันธ์ระหว่างข้าราชการรัฐสภาสามัญกับ สมาชิกสภาผู้แทนราษฎร ผลการศึกษา พบว่า ข้าราชการรัฐสภาสามัญส่วนมากมีความรู้ความเข้าใจเกี่ยวกับ การปฏิบัติหน้าที่ของสมาชิกสภาผู้แทนราษฎรพอสมควร สำหรับความคิดเห็นของข้าราชการรัฐสภาสามัญที่มีต่อบทบาทและความรับผิดชอบของสมาชิกสภาผู้แทนราษฎรเป็นแบบกลาง ๆ และมักจะ สงวนความคิดเห็นในทางลบ แต่ในขณะเดียวกันก็ไม่แสดงความเห็นในทางบวกต่อบทบาทและความ รับผิดชอบของสมาชิกสภาผู้แทนราษฎร ทั้งนี้อาจสืบเนื่องมาจากเงื่อนไขดังต่อไปนี้ คือ 1. ความสนิทสนมคุ้นเคยเป็นการส่วนตัว 2. ความใกล้ชิดในฐานะที่เป็นผู้บังคับบัญชาในการปฏิบัติงาน 3. ความรู้สึกที่คาดหวังต่อการพึ่งพาเพี่อความก้าวหน้าในอาชีพ 4. กฎระเบียบที่ควบคุมให้ไม่สามารถแสดงความคิดเห็นได้อย่างอิสระ 5. ความรู้สีกที่ต้องการดำรงไว้ซึ่งชื่อเสียงและเกียรติภูมิของสถาบันนิติบัญญัติ 6. ความไม่มั่นใจต่อภาพลักษณ์เชิงประจักษ์

Other Abstract (Other language abstract of ETD)

This Study intends to clarify the understanding of the officials of the parliamentary secretariat on the roles of the members of the House of Representatives are their responsibility prescribed by law, including their so-called extra parliamentary role or role outside the parliament. It als0 looks into relationship between these officialร and the MP. as superior and inferior. The findings are that the officials offer only mild responses both on role and responsibility of the MP. with clear implication that negative attitudes are withheld, while no real positive attitudes are shown either. This may be caused by (1) mutual intimacy, (2) relationship as superior and inferior, (3) expectation on career path, (4) restraints as prescribed by regulation, (5) care for institutional prestige, and (6) uncertainty as to real image of the institution.
