Abstract

การศึกษา เรื่อง ความเข้าใจบทบาทของกรรมการบริหารองค์การบริหารส่วนตำบล เป็นการศึกษาโดยการศึกษาวิจัยเอกสาร (decumentary research) และการศึกษาวิจัยภาคสนาม (field research) โดยมีความมุ่งหวังเพื่อศึกษาถึงระดับความเข้าใจบทบาทของกรรมการบริหารองค์การบริหารส่วนตำบล โดยวิเคราะห์ถึงปัจจัยต่างๆ ที่มีผลต่อความเข้าใจดังกล่าว รวมทั้งการศึกษาเปรียบเทียบระดับความเข้าใจบทบาทของกรรมการบริหารที่มาจากการเลือกตั้งและที่เป็นโดยตำแหน่ง โดยผู้ศึกษาได้ศึกษากรรมการบริหารองค์การบริหารส่วนตำบลในจังหวัดนนทบุรี ที่ได้รับจัดตั้งในปี พ.ศ. 2538-2539 จำนวน 27 แห่ง ซึ่งมีกรรมการบริหารที่มาจากการเลือกตั้ง 108 คน และกรรมการบริหารที่เป็นโดยตำแหน่ง 81 คน ผลการศึกษาพบว่า กรรมการบริหารองค์การบริหารส่วนตำบลส่วนมากมีความเข้าใจในบทบาทสูง ซึ่งเป็นไปตามสมมติฐานที่กำหนดไว้ และกรรมการบริหารที่มาจากการเลือกตั้งมีความเข้าใจในบทบาทสูงกว่ากรรมการบริหารที่เป็นโดยตำแหน่ง ซึ่งปฏิเสธสมมติฐานที่กำหนดไว้ ความแตกต่างของอายุและระดับการศึกษาทำให้ความเข้าใจในบทบาทของกรรมการบริหารแตกต่างกัน ซึ่งเป็นไปตามสมมติฐานที่กำหนดไว้ความแตกต่างของเพศ อาชีพ และรายได้ ไม่ทำให้ความเข้าใจในบทบาทของกรรมการบริหารแตกต่างกันซึ่งปฏิเสธสมมติฐานที่กำหนดไว้ การศึกษาครั้งนี้ก่อให้เกิดองค์ความรู้ในการเสริมสร้างและพัฒนาการบริหารงานองค์การบริหารส่วนตำบล ซึ่งถือเป็นการปกครองส่วนท้องถิ่น อันเป็นรากฐานของการปกครองตามระบอบประชาธิปไตยในที่สุด

Other Abstract (Other language abstract of ETD)

This research on the understanding of the members of the executive committee's own prescribed roles is conducted through documentary and field researches in order to study the extent of the members of the executive committee's understanding of their own roles and the factor influencing their understanding. The study also compares the said aspects of the elected and the appointed members. The members of the executive committee of twenty-seven subdistrict administrative organizations in Nonthaburi province set up during 1995-1996 are chosen for this research. From these selected group, there are one-hundred and eight elected members and the appointed of eight-one. The result shows that the extent of understanding of most members is high which concurs with the hypothesis. The level of the elected members understanding is higher than the appointed ones which contradicts the hypothesis. The difference of age and education entails the different levels of understanding which proves the hypothesis. The difference of sex, occupation, and income do not make difference of the level of understanding which refuses the hypothesis. The use of the findings in developing and strengthening the subdistrict administrative ogranization or a part of local government which has been regarded as the foundation of democracy is this research's important contribution.
