Abstract

การศึกษาวิจัยเรื่องเครือข่ายระบบอุปถัมภ์ ศึกษาเฉพาะกรณีมือปืนรับจ้างมีวัตถุประสงค์ในการศึกษาคือ 1) เพื่อศึกษาภูมิหลังของมือปืนรับจ้าง ภายใต้สภาพสังคม วัฒนธรรม เศรษฐกิจและการศึกษา 2) เพื่อศึกษากระบวนการเข้าสู่การเป็นมือปืนรับจ้าง 3) เพื่อศึกษาสายสัมพันธ์เชื่อมโยงระหว่างมือปืนรับจ้างกับผู้อุปถัมภ์ โดยศึกษามือปืนจำนวน 5 คน จากการรู้จักเป็นการส่วนตัวกับมือปืน และบุคคลอื่นที่เชื่อใจได้แนะนำมือปืนให้ อีกทั้งยังตรวจสอบข้อมูลที่ได้จากแนะนำอีกชั้นหนึ่ง มือปืนทั้ง 5 คน คือ โผน ไชโย โทน บัง และเพชร ถูกคุมขังอยู่ในเรือนจำ ยกเว้นโผน แต่ขณะเก็บข้อมูลโผนได้ถูกฆ่าตายในปลายปี พ.ศ. 2540 ผลการศึกษาปรากฏว่ามือปืนแทบทุกคนมีภูมิหลังทางเศรษฐกิจที่ยากจนและอาศัยอยู่ในบริเวณที่ใกล้เคียงกัน ครอบครัวประกอบอาชีพการเกษตร พื้นที่ดินทำกินแห้งแล้ง มีพี่น้องหลายคนมีการศึกษาไม่สูง ยกเว้นไชโยที่จบมัธยมศึกษาปีที่ 6 ทุกคนผ่านขั้นตอนการปล้นจี้ การเป็นนักเลงมาอย่างโชกโชน และเดินทางเข้าสายมือปืนอาชีพในที่สุด ความสัมพันธ์ระหว่างมือปืนกับผู้อุปถัมภ์ เริ่มขั้นตอนจากการที่ผู้อุปถัมภ์ขั้นแรกภายในหมู่บ้านที่ช่วยวิ่งเต้นเรื่องคดีความ มือปืนตอบแทนโดยการควบคุมคะแนนเสียงเมื่อผู้อุปถัมภ์รายนั้นลงสมัครรับเลือกตั้ง ไม่ว่าในระดับสมาชิกสภาเทศบาล สมาชิกสภาจังหวัด สมาชิกสภาผู้แทนราษฎร ความสัมพันธ์กระชับเกลียวยิ่งขึ้นเมื่อผู้อุปถัมภ์สั่งให้มือปืนไปฆ่าคนอื่นที่มีปัญหากับตน และผู้อุปถัมภ์เป็นผู้ช่วยเหลือหากมีปัญหาการจับกุมของเจ้าหน้าที่ทางการ ความสัมพันธ์ของมือปืนกับผู้อุปถัมภ์จะขยายวงกว้างขึ้นเมื่อมีการส่งผ่านมือปืนไปยังผู้มีอิทธิพลรายอื่นและกลายเป็นผู้อุปถัมภ์รายต่อไป มือปืนทำงานให้ผู้อุปถัมภ์ทุกประเภท เช่น คุมบ่อนการพนัน ปลูกกัญชา รับงานฆ่า เป็นต้น ผู้อุปถัมภ์ให้การดูแลเรื่องความปลอดภัย ทรัพย์สินเงินทองทั้งของมือปืน และบุตร ภรรยา มือปืนตอบแทนด้วยความภักดีและชีวิต อย่างไรก็ตามเมื่อถึงจุดหนึ่งผู้อุปถัมภ์มิได้ช่วยมือปืนได้ทุกกรณี จากกรณีศึกษามือปืน 5 ราย สี่รายถูกคุมขังอีกหนึ่งรายถูกฆ่า แนวโน้มการช่วยเหลือหรืออุปถัมภ์จะจำกัดเฉพาะเรื่อง และบางโอกาสมากกว่าในอดีตที่ช่วยด้วยความเต็มใจ ในภายภาคหน้าลักษณะอาชีพมือปืนคงเปลี่ยนรูปแบบที่หลากหลายและซับซ้อนมากขึ้น เนื่องจากสภาพสังคมที่พัฒนาไป

Other Abstract (Other language abstract of ETD)

The aims of this study were : (1) to investigate the background of the gunmen in terms of social, cultural, economic, and educational, (2) to examine the process of becoming a gunman, and (3) to examine the relationship between a gunman and a patron. Five gunmen (convenience samples) were empoloyed in the study and an interview was applied as an instrument in data collection process. The finding of this study revealed that all respondents came from poor families which possessed agricultural occupation, unrich land, and a large family. The respondents started their careers from being a robber, an influence and finally a gunman. The relationship between a gunman and a tycoon (patron was emerged when the tycoon supported and helped the gunman escaped from being convicted due to their offense. The gunmen paid his debt by supporting the patron during his campaign for an election. The relationship was strengthened which the patron asked the gunman to murder other people and the patron helped the gunman escaped from being arrested by a police. The patronage system was extended when the gunman was introduced to and served for other patrons. The gunmen worked for the patron in several kind of criminal jobs such as running an illegal gambling place, growing marijuana, and murdering. While the patron looked after the gunman and his family. The gunman returned the patron with his loyalty and life. However, the patron could not help the gunman in every case, as found in the study that 4 gunmen were jailed and one was killed. The results of the study indicated that the patronage system would become more complexity due to the change of social environment.
