Abstract

ศึกษาปัญหาการปฏิบัติงานของคณะกรรมการการประถมศึกษาจังหวัด เขตการศึกษา 12 กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ได้แก่ คณะกรรมการการประถมศึกษาจังหวัดในเขตการศึกษา 12 จำนวน 76 คน เครื่องมือที่ใช้ในการวิจัยคือแบบสัมภาษณ์และแบบวิเคราะห์เอกสาร การวิเคราะห์ข้อมูลใช้วิธีวิเคราะห์เนื้อหา หาค่าความถี่และค่าร้อยละ ผลการวิจัยพบว่า ปัญหาการปฏิบัติงานตามกรอบอำนาจหน้าที่ของ คณะกรรมการการประถมศึกษาจังหวัด มีดังนี้คือ การไม่มีเวลาศึกษาเอกสารและข้อมูลที่สำนักงานการประถมศึกษาจังหวัดเสนอ และไม่มีโอกาสได้พิจารณาร่างนโยบายและแผนพัฒนาการประถมศึกษาจังหวัด อย่างรอบคอบ การไม่ได้ศึกษาข้อมูลความต้องการด้านงบประมาณ และวิธีการใช้จ่ายงบประมาณของสำนักงานการประถมศึกษาจังหวัด ผู้นำชุมชนและบุคลากรในโรงเรียนไม่เห็นด้วยในการรวมและเลิกล้มโรงเรียน วิธีการคัดเลือกบุคคลเข้าสู่ตำแหน่งผู้บริหารสถานศึกษาไม่ หลากหลายและไม่ได้พิจารณาตามความเหมาะสม การพิจารณาความดีความชอบประจำปีของข้าราชการครู มีการใช้แนวปฏิบัติการใช้เงินร้อยละ 6 ของงบประมาณที่ใช้ในการเลื่อนขั้นเงินเดือนอย่างไม่เป็นธรรม การที่ไม่มีการเสนอหลักการและเหตุผลเพื่อออกระเบียบใหม่ และการขาดข้อมูลในการพิจารณากำหนดให้เด็กเข้าเรียนอายุต่ำกว่า หรือสูงกว่าเกณฑ์

Other Abstract (Other language abstract of ETD)

To study the problems in job performance of the Provincial Primary Education Committee, Educational Region twelve. Samples included 76 persons of the Provincial Primary Education Committee, in Educational Region 12. The instruments employed were structured interview and the guideline for analyzing documents. Data were analyzed by content analysis, and the usage of frequency and percentage. Research findings were as follows: there was lack of time for studying documents and data presented by the Office of Provincial Primary Education. There was no opportunity to examine the policy and development plan. Budgetting needs and expenditure of Provincial Primary Education office were not been studied. Community leaders and school personnel were not agree according to the termination of the schools. Personnel selection for administrative parts were limitted and unsuitable. According to the teachers' annual promotion, the operation of using six percents of the annual budget was unjustisfied. New regulations were established without principles and rationales. And there were lack of criterion informations for students' admission.
