Abstract

หมู่บ้านเมืองเอกรังสิต ตำบลหลักหก อ.เมือง จ.ปทุมธานี ก่อตั้งเมื่อ พ.ศ. 2523 มีหนที่ 4,000 ไร่ ภายในหมู่บ้านมีมหาวิทยาลัยเอกชนตั้งอยู่คือมหาวิทยาลัยรังสิตเปิดรับนักศึกษามาตั้งแค่ปี พ.ศ.2529 ปัจจุบันมีนักศึกษาประมาณ 16,000 คน ซึ่งทำให้เกิดปัญหารบกวนต่าง ๆ และมีการเปลี่ยนแปลงที่อยู่อาศัยเพื่อเป็นหอหักและร้านค้าบริการต่าง ๆ การวิจัยครั้งนี้มีวัตกุประสงค์เพื่อศึกษาผลกระทบจากมหาวิทยาลัยที่มีต่อความเป็นอยู่ของชุมชน โดยการศึกษาข้อ มูลจากเอกสารต่าง ๆ ที่เกี่ยวข้อง การสำรวจพื้นที่ การสังเกตการณ์ในชุมชน การสัมภาษณ์ผู้เกี่ยวข้อง และการออกแบบสอบถามโดยวิธีเจาะจงเฉพาะกลุ่ม (CLUSTER STUDY) แบบ MULTI STAGE SAMPLING ของผู้อยู่อาศัยในพื้นที่ที่เลือกเป็น กรณีศึกษาคือโครงการ 1 ที่มีที่อยู่อาศัยตทั้งสิ้น 1,999 แปลง และขณะนี้มีผู้อยู่อาศัยแล้วกว่าครึ่งหนึ่ง ผลการวิจัยพบว่า ผลกระทบจากมหาวิทยาลัยรังสิตต่อความเป็นอยู่ของชุมชนใกลัเคียง ส่งผลดีคือ สร้างรายได้และ เกิดโอกาสทางธุรกิจเช่นกิจการร้านค้า และบริการต่าง ๆ ภายในชุมชน สร่างมูลค่าเพิ่มแก่ผู้ที่อยู่อาศัยในชุมชน และผู้อยู่อาศัย มีความสะดวกที่จะศึกษาในมหาวิทยาลัย ขณะเดียวกันมีผลเสียคือสภาพแวดล้อมโดยรอบมหาวิทยาลัยไม่เป็นระเบียบ มีการดัดแปลงที่อยู่อาศัยเพื่อใช้ในเชิงพาณิชย์ และเกิดปัญหาต่อผู้อยู่อาศัย เรื่องที่รอดรถ การจราจรติดขัด และมีเสียงรบกวนเป็นการทำลายบรรยากาศของที่อยู่อาศัย นอกจากนี้การศึกษา ยังพบว่าผู้ที่อยู่อาศัยรับรู้ผลกระทบแตกต่างกันตามปัจจัยการเลือกที่อยู่อาศัย ระยะเวลาและระยะทางระหว่างมหาวิทยาลัยกับที่พักอาศัย อนึ่งนอกจากปัญหาผลกระทบจากมหาวิทยาลัยแล้ว ชุมชนยังมีปัญหาในด้านการจัดการด้านสาธารณูปโภค สาธารณูปการ แนวทางในการแก้ไขผลกระทบดังกล่าวจะต้องได้รับความร่วมมือจากทุกฝ่าย คือมหาวิทยาลัย ผู้อยู่อาศัยและ ผู้ประกอบการ ในการจัดการจราจร การจัดบริเวณพื้นที่และกิจกรรมให้เป็นสัดส่วน รวมถึงการกำหนดระเบียบข้อบังคับ ต่าง ๆ เพื่อให้มหาวิทยาลัยและชุมชนที่อยู่อาศัยสามารถตั้งอยู่รวมกันและเกื้อกูลกันด้วยดีต่อไป

Mueang Ake housing estate, established since 1980, is located in Tumbol Lak-hok, Amphur Mueang, Pathumtani with 400 rai of (1600 acres) land. Located within this estate is Rangsit private University which was founded in 1986. At present, it has an enrolment of 16,000 students. As a result the University has been causing some impact in the vicinity of the campus. The objective of this research was to ascertain the impact of the campus on the living conditions in the neighboring community. The cluster study-multi stage swapling method was used to gather findings from dwellers in Mueang Ake housing estate phase I which currently occupy 50 per cent of 1,999 divided estate. This group of residents would be interview and asked for their opinions . The method also included area surveys and relevant documentary studies. According to the research, the impacts of campus on living condition of neighboring community have both positive and negative impacts. On the positive side. The campus generates income to the community, and provides infra-structure and facilities to the neighborhood. There increase the property value. On the negative side. The living area is diminished. Many houses in the area are modified for commercial purposes, which causes an untidy sight, and other problems such as parking area-congested noise and air pollution. The residents have got different impacts and effects from the campus, depending upon living purpose time and distance between the campus and houses. However, besides the problems from the campus community also has the problems of infrastructure management. Finally, to solve these problems, the community needs good co-operation of the Mueang Ake housing estate management, the University administration, students and the residents. They should impose community codes. Then, the University and the community can live together within Mueang Ake housing estate as long as they maintain their good co-operation.
