Abstract

การวิจัยเรื่องนี้มีวัตถุประสงค์ เพื่อศึกษาถึงพฤติกรรมการฝ่าฝืนกฎจราจรของผู้ใช้รถยนต์ส่วนบุคคลและปัจจัยบางประการที่มีผลต่อการฝ่าฝืนกฎจราจรของผู้ใช้รถยนต์ส่วนบุคคลโดยเฉพาะพฤติกรรมการฝ่าฝืนกฎจราจร รวมทั้งศึกษาและวิเคราะห์หาแนวทางมาปรับปรุงพฤติกรรมการใช้รถยนต์ส่วนบุคคลเพื่อลดปัญหาการจราจรในกรุงเทพมหานคร โดยจะศึกษาเฉพาะผู้ที่เป็นข้าราชการในสังกัดสำนักงานปลัดกระทรวงมหาดไทยที่ปฏิบัติงานประจำอยู่ในกรุงเทพมหานครที่ขับรถยนต์ส่วนบุคคลทั้งที่เป็นเจ้าของรถยนต์เองและไม่ได้เป็นเจ้าของรถยนต์ที่ใช้ ซึ่งผู้วิจัยใช้เครื่องมือในการศึกษาคือ 1. ใช้แบบสอบถาม จำนวน 280 ชุด 2. การสัมภาษณ์แบบเจาะลึกผู้ใช้รถยนต์ส่วนบุคคลจำนวน 10 คน และเจ้าหน้าที่ตำรวจจราจรจำนวน 6 คน และ 3. การสังเกตแบบไม่มีส่วนร่วม โดยศึกษาสภาพการจราจรบริเวณที่มีสภาพการจราจรหนาแน่นจำนวน 3 จุด ได้แก่ แยกบรมราชชนนี แยกบางพลัดและแยกศิริราช ผลการศึกษาพบว่า ดัชนีเฉลี่ยการฝ่าฝืนกฎจราจรของข้าราชการสำนักงานปลัดกระทรวงมหาดไทยในภาพรวมเท่ากับ 1.137 และผลการทดสอบสมมติฐานเป็นดังนี้ 1. ผู้ใช้รถยนต์ส่วนบุคคลที่มีระดับการศึกษาต่ำ (ตั้งแต่ปริญญาตรีลงมา) จะฝ่าฝืนกฎจราจรน้อยกว่าผู้ใช้รถยนต์ส่วนบุคคลที่มีระดับการศึกษาสูง 2. ระดับตำแหน่งไม่มีผลทำให้เกิดความแตกต่างในการฝ่าฝืนกฎจราจร 3. ผู้ใช้รถยนต์ส่วนบุคคลที่มีประสบการณ์ในการขับมากกว่าจะมีการฝ่าฝืนกฎจราจรมากกว่าผู้ใช้รถยนต์ส่วนบุคคลที่มีประสบการณ์ในการขับรถน้อย 4. ผู้ใช้รถยนต์ส่วนบุคคลที่มีความรู้เกี่ยวกับกฎจราจรน้อยจะมีการฝ่าฝืนกฎจราจรมากกว่าผู้ใช้รถยนต์ส่วนบุคคลที่มีความรู้เกี่ยวกับกฎจราจรมาก 5. ผู้ใช้รถยนต์ส่วนบุคคลที่มีทัศนคติต่อการปฏิบัติตามกฎจราจรในทางที่เห็นด้วยน้อยจะมีการฝ่าฝืนกฎจราจรมากกว่าผู้ใช้รถยนต์ส่วนบุคคลที่มีทัศนคติต่อการปฏิบัติตามกฎจราจรในทางที่เห็นด้วยมาก

Other Abstract (Other language abstract of ETD)

The objective of this research was to study the behavior and factors effecting traffic violator by private car drivers as well as to study and analysed the way to improve the behavior of private car drivers and decrease the traffic problems in Bangkok Metropolis. The study focused on the government officers in the Office of Permanant Secretaty for Interior by using. 1. 280 questionnaire forms 2. interviewed 10 cars drivers, 6 traffic police officers and 3. observed 3 congested intersections (Baromratchonnanee, BangPlat, Siriraj). The result of this study showed that the average index of traffic violator of government officers in the Office of Permanant Secretary for Interior was 1.137 and the finding were as follow: 1. Those who had low educational level (lower than bachelor degree) violated the traffic laws less than those who had higher educational level. 2. The position level did not have any effect on violation. 3. The one who had more experienced in driving violated the traffic laws more than those who had less experienced in driving. 4. The one who had less knowledge in traffic laws violated the traffic laws more than those who had more knowledge in traffic laws. 5. The one who showing pessimism in following traffic laws violated traffic laws more than those who showing optimism in following traffic laws.
