Abstract

การศึกษาการกระจายทรัพยากรการเงินเพื่อการศึกษาระดับมัธยมศึกษาตอนต้น มีวัตถุประสงค์ (1) เพื่อวิเคราะห์ความเสมอภาคในการกระจายทรัพยากรการเงินของรัฐ ในการจัดการศึกษาระดับมัธยมศึกษาตอนต้น ในช่วงปี 2535-2539 (2) เพื่อศึกษาปัจจัยที่เกี่ยวข้องกับความเสมอภาคในการกระจายทรัพยากรการเงิน ของรัฐในการจัดการศึกษา และ(3) เพื่อเสนอทางเลือกในการกระจายทรัพยากรการเงินของรัฐในการจัดการศึกษา ข้อมูลที่ใช้ในการวิจัยประกอบด้วย 3 ส่วน คือ (1) กลุ่มตัวอย่างโรงเรียน ได้แก่ โรงเรียนในสังกัดสำนักงาน คณะกรรมการการประถมศึกษาแห่งชาติจำนวน 214 โรง จากกรมสามัญศึกษาจำนวน 27 โรง และโรงเรียนสังกัดกรมการปกครอง จำนวน 12 โรง สุ่มแบบหลายขั้นตอนจากกลุ่ม (Stratified Multistage Cluster Random Sampling) จาก 12 เขตการศึกษา (2) ผลการศึกษางานวิจัยที่เกี่ยวข้องกับทรัพยากรการเงินเพื่อการศึกษา ระหว่างปี 2520-2540 จำนวน 39 เรื่อง และ(3) ความเห็นจากผู้เชี่ยวชาญ จำนวน 43 คน การวิเคราะห์ข้อมูลใช้ ค่าความถี่ คำร้อยละ ค่าเฉลี่ยรายหัว ส่วนเบี่ยงเบนมาตรฐาน สัมประสิทธิ์ความแปรผัน สัมประสิทธิ์ สหสัมพันธ์ รวมทั้งใช้สัมประสิทธิ์จินิและโค้งลอเร้นชในการวัดความเสมอภาคในการกระจายทรัพยากรการเงิน ตรวจสอบความแตกต่างของการกระจายด้วยค่า F-test, One way ANOVA และ Sheffe’s method ผลการวิจัย พบว่า 1) การกระจายทรัพยากรการเงินมีความไม่เสมอภาคค่อนข้างมาก ทั้งในภาพรวม รายสังกัด ภาค ภูมิศาสตร์ และเขตการศึกษา 2) ปัจจัยที่มีความสัมพันธ์กับความไม่เสมอภาคในการกระจายทรัพยากรการเงิน คือ ที่ตั้งและสังกัดของโรงเรียน 3) ทางเลือกในการกระจายทรัพยากรการเงิน คือ จัดสรรทรัพยากรการเงินใหม่ให้มีความเสมอภาค มากขึ้น โดยเฉพาะโรงเรียนสังกัดกรมสามัญศึกษาและกรมการปกครอง โรงเรียนในเขตภาคตะวันออกเฉียงเหนือ และเขตการศึกษา2, 4, 5,8,9, 11 และ 12

Other Abstract (Other language abstract of ETD)

The objectives of this study were (1) to analyze the equality of the distribution of financial resources for the lower secondary education,(2) to determine factors relating inequality of the distribution of financial resources, and (3) to propose alternatives for the distribution of financial resources. Data for analysis came from 3 sources: (1) the sample selected from 12 educational areas by the stratified random sampling method consists of 214 schools under jurisdiction of Office of National Primary Education Commission (ONPEC) and 27 schools from the Department of General Education, 12 schools from The Department of Interior (2) 39 research on educational finance during 1977-1997, and (3) opinions from 43 experts. Data were then analyzed by frequency, percentage, mean, standard deviation, correlation, coefficient of variation, Gini coefficient, and Lorenz Curve. The findings were as follows: 1) There was a significant inequality in the distribution of financial resources for the lower secondary schools for the whole country, by department, by regions, and by areas. 2) Factors related to the inequality distribution of financial resources are school location and the jurisdiction of schools. 3) Alternatives for the distribution of financial resources is to refinance toward equality especially the schools under the jurisdiction of the Department of General Education, and the Department of Interior, the schools in the northeast region, and the schools in the educational region 2, 4, 5, 8, 9, า 1 and 12.
