Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพี่อศึกษากระบวนการบริหารและปัญหาเกี่ยวกับกระบวนการบริหารของโรงเรียน ที่ได้มาตรฐาน สังกัดสำนักงานการประถมศึกษา จังหวัดตรัง ผลการวิจัยจากรายการที่ผู้ไห้สัมภาษณ์ระบุสูงสุด พบว่า โรงเรียนมีการวางแผนโดยจัดทำแผนปฏิบัติการ ประจำปีเพียงแผนเดียว โรงเรียนกำหนดภาพอนาคตโดยพิจารณาจากปัจจัยภายใน กำหนดวัตถุประสงค์โดยวิเคราะห์ จากประสบการณ์ของบุคลากรและผู้บริหาร กำหนดกลยุทธ์โดยพิจารณาโอกาสและข้อจำกัดที่เกิดจากสภาพนวดล้อมภายนอก กำหนดมาตรฐานผลการปฏิบัติงานโดยยึดแนวทางการปฏิบัติงาน การติดตามทบทวนแผน หัวหน้างานติดตาม แล้วรายงานทั้งทางวาจาและลายลักษณ์อักษร การจัดองค์การ ทั้ง 6 งาน ในโครงสร้างการบริหารโรงเรียน ร่วมกัน รับผิดชอบดำเนินงานเพื่อให้โรงเรียนได้มาตรฐาน ผู้บริหารมอบหมายงานตามความเหมาะสมและรับฟังความคิดเห็นในที่ประชุม โรงเรียนมีการประสานงานทั้งภายในโรงเรียนและภายนอกโรงเรียน มีการกำหนดหัวหน้างานและขอบเขตอำนาจ หน้าที่ชัดเจนอยู่ในคำสั่ง การเป็นผู้นำ ผู้บริหารและหัวหน้างานวิชาการเป็นผู้นิเทศ โดยเน้นการทำงานเป็นกลุ่มมีการจูงใจทั้งทางบวกและทางลบ มีการเปลี่ยนแปลงเพื่อให้โรงเรียนได้มาตรฐาน ในด้านบุคลากร วิธีการและลักษณะนิสัยในการทำงาน การติดต่อสื่อสารมีทั้งแบบเป็นทางการและไม่เป็นทางการ วิธีขจัดความขัดแย้งใช้การพบปะทำความเข้าใจกับต้นตอของปัญหา การควบคุม มีการตรวจสอบการบรรลุวัตถุประสงค์และการใช้ทรัพยากรให้เกิดประโยชน์สูงสุด โดยให้รายงานเป็นลายลักษณ์อักษร เมื่อผลการปฏิบัติงานต่ำกว่าเกณฑ์ แก้ไขโดยเปลี่ยนวิธีการทำงานโดยผู้บริหารให้คำปรึกษา ผลการวิจัยจากรายการที่ผู้ตอบแบบสอบถามระบุสูงสุด พบว่า โรงเรียนมีการจัดทำแผนปฏิบัติการประจำปี มีการกำหนดภาพอนาคตโดยพิจารณาจากปัจจัยภายใน กำหนดวัตถุประสงค์โดยยึดเกณฑ์มาตรฐานของ ลปช. เป็นหลัก กำหนดกลยุทธ์โดยเลือกวิธีการที่เหมาะสมที่สุดแล้วจัดทำแผนงานกำหนดมาตรฐานผลการปฏิบัติงานโดยใช้เกณฑ์ มาตรฐานของ สปช. เป็นหลัก การติดตามทบทวนแผน มีคณะกรรมการติดตามและจัดประชุมแจ้งผลการดำเนินงานเป็นระยะ ๆ การจัดองค์การ งานวิชาการเป็นผู้รับผิดชอบการดำเนินงานเพื่อให้โรงเรียนได้มาตรฐาน การมอบหมายงาน กำหนดตามมติที่ประชุม มีการประสานงานทั้งภายในโรงเรียนและภายนอกโรงเรียน มีการกำหนดหัวหน้างาน โดยมีระบุขอบเขตอำนาจหน้าท การเป็นผู้นำ ผู้บริหารเป็นผู้นิเทศ โดยการฝึกอบรมและให้คำแนะนำ มีการจูงใจทั้งทางบวกและ ทางลบ มีการเปลี่ยนแปลงเพื่อให้โรงเรียนได้มาตรฐาน ในด้านบุคลากร วิธีการทำงานเทคโนโลยี และอื่น ๆ การติดต่อสื่อสารเน้นแบบไม่เป็นทางการ ขจัดความขัดแย้งโดยรีบค้นหาสาเหตุ วิธีการแก้ปัญหาและแก้ปัญหานั้นโดยเร็ว การควบคุม มีการตรวจสอบการบรรลุวัตถุประสงค์โดยการประเมินผลการปฏิบัติงาน เมื่อผลการปฏิบัติงานต่ำกว่าเกณฑ์ แก้ใขโดย เปลี่ยนวิธีการทำงาน ปัญหาเกี่ยวกับกระบวนการบริหารทั้งผู้ให้สัมภาษณ์และผู้ตอบแบบสอบถามส่านใหญ่ ระบุว่าไม่มีบัญหา

Other Abstract (Other language abstract of ETD)

The purposes of this research were to study the administrative process and problems of standardized schools under the jurisdiction of the Office of Trang Provincial Primary Education. Findings concluded from the interview with highest frequencies revealed that : 1) Planning. :Every school had only an annual operation plan. Schools developed a vision based on internal factors. Experiences of administrators and teachers were employed in establishing objectives. Opportunities and weaknesses under external context were considered in developing strategies. School performance standard was set in accordance with guidelines. Department heads were assigned to review the plan and presented both oral and written reports. 2) Organizing. Every administrative task shared responsibility in moving schools towards standard. Department 'heads were assigned with clear authority and responsibility. Job assignment was based on appropriateness and opinions from the meeting. Internal as well as external coordination were employed. 3) Leading. Administrators and Head of Academic Affairs Department performed the role of supervisors with emphasis on teamwork. Administrators used positive and negative motivation and managed school change through change in personnel, work procedures and personnel character. Schools used both formal and informal communication and managed conflicts by confrontation. 4) Controlling. Administrators reviewed objective attainment and efficiency in resource utilization. When results were below the standard, work procedures were changed under supervision. Results from the questionnaire responses with highest frequencies were : 1) Planning. Schools had an annual operation plan. Schools developed a vision based on internal factors, specified objectives by using ONPEC criteria and employed the strategy of choosing the best alternative to develop into programs. School performance standard complied with ONPEC criteria. Committees were assigned to review the plan and reported accordingly. 2) Organizing. Schools assigned Academic Affairs Department to be responsible for improving schools towards standard. Job delegation was based on meeting agreement. Schools used both internai and external coordination. Department heads were appointed with specified authority and responsibility. 3) Leading. Administrators supervised teachers through training and coaching and used both positive and negative motivation. School change was based on change in personnel, work procedures, technology, etc. Schools used more informal than formal communication. They managed conflicts by seeking causes and took immediate action. 4) Controlling. Administrators reviewed performance against objectives and improved their operation by changing work procedures. Problems were not found from the majority of responses by inteiviewees and questionnaire respondents.
