Abstract

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ:- 1. เพื่อศึกษาลักษณะทางการสื่อสารในโครงการ “นักเรียนนายร้อยตำรวจสัมผัสปัญหาชุมชน" 2. เพื่อศึกษาทัศนคติของเจ้าหน้าที่องค์กรพัฒนาเอกชนที่มีต่อในโครงการ “นักเรียนนายร้อยตำรวจสัมผัสปัญหาชุมชน" 3. เพื่อศึกษาถึงลักษณะการมีส่วนร่วมของเจ้าหน้าที่องค์กรพัฒนาเอกชนในโครงการ “นักเรียนนายร้อยตำรวจสัมผัสปัญหาชุมชน" 4. เพื่อศึกษาปัจจัยที่ส่งผลกระทบต่อความสำเร็จของโครงการ “นักเรียนนายร้อยตำรวจสัมผัสปัญหาชุมชน" การเก็บรวบรวมข้อมูลทำโดยการสัมภาษณ์แบบเจาะลึก เจ้าหน้าที่องค์กรพัฒนาเอกชนและเจ้าหน้าที่ตำรวจผู้รับผิดชอบโครงการ ผลการวิจัยมีดังต่อไปนี้.- 1. รูปแบบการสื่อสาร ในการถ่ายทอดข้อมูลข่าวสารมี 2 ลักษณะ แนวตั้งและแนวนอน 2. ทัศนคติของเจ้าหน้าที่องค์กรพัฒนาเอกชนมีทั้ง ด้านบวก ด้านลบ และต้องการปรับปรุงโครงการ ทัศนคติด้านบวกต่อโครงการ ได้แก่. - ปลูกจิตสำนึก มีโอกาสทำงานร่วม มีผลดีต่ออาชีพและเป็นเครือข่าย ทัศนคติด้านลบ ได้แก่.- เวลาไม่เพียงพอ งบประมาณไม่มีสนับสนุน ความไม่เอาจริงเอาจังของนักเรียนนายร้อยตำรวจความคิดเห็น ด้านการปรับปรุง ได้แก่.- ควรปรับปรุงให้เข้าเป็นหลักสูตร และควรมีการติดตามผล 3. การมีส่วนร่วมในโครงการ ของเจ้าหน้าที่องค์กรพัฒนาเอกชน แบ่งออกเป็น: - เจ้าหน้าที่ระดับ นโยบายและเจ้าหน้าที่ระดับปฏิบัติงาน - เจ้าหน้าที่ระดับนโยบาย ทำหน้าที่ในการกำหนดนโยบายโดยรวม, ปฐมนิเทศ, ปัจฉิมนิเทศ - เจ้าหน้าที่ระดับปฏิบัติงาน ทำหน้าที่ในการสร้างความเข้าใจ, ลงพื้นที่, เสนอแนะความคิดเห็น, การขอความช่วยเหลือ, ปรึกษาหารือ, ประเมินผล 4. ปัจจัยที่ส่งผลกระทบต่อความสำเร็จของโครงการ ขึ้นอยู่กับการปฏิบัติงานของนักเรียนนายร้อยตำรวจ นโยบายและการมีส่วนร่วมขององค์กรพัฒนาเอกชน

The objective of this research is to study: - 1. The communication in the “Police Cadet Academy Students & Community Relation" project. 2. The attitude of the NGOS’ officers toward the “Police Cadet Academy Students & Community Relation" project. 3. The participation of NGOS’ officers in the “Police Cadet Academy Students & Community Relation" project. 4. The factors affecting the success of the “Police Cadet Academy Students & Community Relation" project. Findings: - 1. The pattern of communication in the project is horizontal & top-down. 2. The attitudes of the NGOS’ officers are both positive and negative the project need improvement 3. Factors affecting the success of the project, are the Police Cadet Academy students, the participation of the NGO & the policy. Police officers who are responsible in the project think the factors depend on the policy, foundation and the students. 4. The involvement in the project of NGOS ' officer can be divided into 2 parts: - officer in policy level and officer in conducting level. - Officer in policy level able to see the overall vision and to participate in pre and post orientation. - Officer in conducting level have to build understanding before the action, take action, demand co-ordination, consult problems and evaluate the results.
