Abstract

การศึกษามีวัตถุประสงค์เพื่อเสนอแนะแนวทางการพัฒนาในระดับท้องถิ่นให้สอดคล้องกับศักยภาพและโอกาสในการพัฒนาของพื้นที่ และเป็นแนวทางสำหรับอบต.ในการดำเนินงานพัฒนาท้องถิ่นในเขตความรับผิดชอบ ซึ่งมีศักยภาพแตกต่างกันให้เป็นไปอย่างเหมาะสมกับการขยายตัวทางเศรษฐกิจและการตั้งถิ่นฐานในอนาคต ขั้นตอนในการศึกษาใช้ข้อมูลทุติยภูมิและปฐมภูมิจากการสำรวจภาคสนามและสัมภาษณ์ผู้ที่เกี่ยวข้อง เพื่อให้ทราบถึงสภาพการพัฒนา โครงสร้างการตั้งถิ่นฐานของอบต.พื้นที่ศึกษา สภาพปัญหาและข้อจำกัดของพื้นที่ในปัจจุบัน และความสัมพันธ์ระหว่างกันของอบต.พื้นที่ศึกษา และพื้นที่เมืองข้างเคียง การวิเคราะห์ศักยภาพของพื้นที่ และการดำเนินงานวางแผนพัฒนาท้องถิ่นของอบต.เน้นการพัฒนาเศรษฐกิจเป็นประเด็นสำคัญ เพื่อทราบถึงปัญหา ของแต่ละพื้นที่กับการดำเนินงานแก้ไขปัญหาเหล่านั้น พร้อมกับการเสนอแนะแนวทางการพัฒนาพื้นที่และการบริหารงานของอบต.ในอนาคต ผลการศึกษาพบว่า พื้นที่ศึกษามีความสำคัญในการรองรับการขยายตัวในอนาคตของการตั้งถิ่นฐานจากเขตเมืองที่อยู่ติดกันในปัจจุบัน โดยมีโอกาสในการพัฒนาทางเศรษฐกิจในด้านเกษตรกรรม อุตสาหกรรมต่อเนื่องจาก การประมง และการท่องเที่ยว ขณะที่การศึกษาศักยภาพในการบริหารงานพัฒนาท้องถิ่นของอบต. พบว่าการบริหารงานยังขาดความรู้ในการจัดทำแผนพัฒนา ขาดประสิทธิภาพในการจัดเก็บรายได้ และการส่งเสริมอาชีพ อันเป็นฐานของการดำเนินงานพัฒนาท้องถิ่น รวมถึงความพร้อมของบุคลากรในการปฏิบัติงาน เป็นผลให้การพัฒนาที่เกิดขึ้น ยังไม่สอดคล้องกับศักยภาพและสามารถแก้ไขปัญหาของท้องถิ่นอย่างแท้จริง แนวทางในการพัฒนา ได้เสนอแนะให้มีการพัฒนาด้านกายภาพซึ่งเป็นปัจจัยที่มีอิทธิพลต่อเศรษฐกิจ และการตั้งถิ่นฐานของอบต.พื้นที่ศึกษา โดยเชื่อมโยงระหว่างกันและประสานการพึ่งพากับเทศบาลเมืองชุมพรและ สุขาภิบาลปากน้ำ ให้สอดคล้องกับแนวทางการพัฒนาระดับจังหวัดและอำเภอ ในที่สุดได้เสนอแนะการปรับปรุง การบริหารงานของอบต. ในการพัฒนาท้องถิ่นให้เกิดประสิทธิภาพและสอดคล้องกับศักยภาพของท้องถิ่น

Other Abstract (Other language abstract of ETD)

This study aims to propose development guidelines at local level in accordance to Subdistrict Administration Organizations potentials and development opportunities in order to suit economic growth and human settlement expansion in the future. The study employs secondary and primary data from field survey and interviewing key informants in order to get following information on existing condition, present problems and limitations of the study areas, and human settlement structure of the study Subdistrict Administration Organization areas and nearby urban area. The analyses of potential of the area and of Subdistrict Administration Organizations' local development administration emphasize on economic development aspect. The results indicate that the study area has an important role in absorbing the expansion of urban settlement and also has potential to develop economic sector especially agriculture, fisheries and tourism. Moreover, the study of potential of Subdistrict Administration Organization administration reveals following problems, lack of knowledge in making plans, inefficiency in collecting revenues, career promotion and inadequate man power which are the bases of the local development administration. Thus, present local development are not conformed to the potential and does not solve problems of the area. It is recommended that there should be physical development which are the factors influencing economic development and human settlement of the Subdistrict Administration Organizations in the study areas and that linkages and co-operation among study Subdistrict Administration Organizations and Muang Chumphon Municipality and Paknam Sanitary District be made in accordance to provincial and district development guidelines. Finally, recommendations are also made for improving the administration of Subdistrict Administration Organizations for higher efficiency and in accordance to their potential.
