Abstract

เพื่อนำเสนอโครงสร้างระบบอุดมศึกษาในสังกัดกระทรวงกลาโหมในอนาคต โดยดำเนินการวิจัยแสวงหาโครงสร้างระบบอุดมศึกษาที่เหมาะสม ให้กระทรวงกลาโหมนำไปพิจารณาปรับปรุงระบบสถาบันอุดมศึกษาที่มีอยู่ พร้อมทั้งวางมาตรการบริหารระบบสถาบันอุดมศึกษาเหล่านั้น ให้มีความเป็นรูปธรรมอย่างมีประสิทธิภาพ ตามภาระหน้าที่ของกระทรวงกลาโหมต่อไป การวิจัยนี้เป็นการประมวลข้อมูลปฐมภูมิจากวรรณกรรมทางทฤษฎี และของจริงที่ปฏิบัติอยู่ในกองทัพจากอดีตจนปัจจุบัน รวมถึงศึกษาวิเคราะห์ข้อมูลทัศนคติของกลุ่มผู้ทรงคุณวุฒิทางการศึกษา และการทหารผู้มีอำนาจในการตัดสินใจ จากทั้งวงการภาครัฐและเอกชน ที่มีผลงานเป็นที่ยอมรับของสังคมภายในและนอกประเทศ จำนวน 60 ท่าน ตามกรอบของทฤษฎีที่สมควร ในการกำหนดโครงสร้างระบบอุดมศึกษา จากนั้นจัดให้มีการวิจารณ์ร่วม เพื่อการปรับปรุงโครงสร้างฯ ในขั้นสุดท้าย ผลจากการวิจัยพบว่า องค์ประกอบในการจัดโครงสร้างระบบอุดมศึกษาในสังกัดกระทรวงกลาโหม ต้องคำนึงถึงองค์ประกอบแห่งคุณภาพของระบบอุดมศึกษาเป็นพื้นฐาน การสร้างมูลค่าเพิ่ม ด้วยการวางโครงร่างขององค์กรให้สามารถเรียนรู้ได้เอง มีความจำเป็นในการเพิ่มคุณค่าให้กับสถาบันอุดมศึกษาต่างๆ ที่ประกอบอยู่ในระบบอุดมศึกษา ความเหมาะสมของสายการบังคับบัญชาของระบบอุดมศึกษาฯ ควรแบ่งออกเป็นระดับนโยบาย และระดับการปฏิบัติโดยในระดับปฏิบัติแบ่งออกได้เป็น 10 ส่วนขึ้นตรงต่อสถาบันวิชาการป้องกันประเทศกองบัญชาการทหารสูงสุด และในระดับนโยบาย มีคณะกรรมการสภาการศึกษาวิชาการทหารกระทรวงกลาโหม ซึ่งสามารถสร้างความสอดคล้องกับนโยบายในระดับกระทรวง โดยประสานงานกับคณะกรรมการสภาการศึกษา ศาสนา และวัฒนธรรมแห่งชาติ อันขึ้นตรงต่อสำนักนายกรัฐมนตรีได้ต่อไป

Other Abstract (Other language abstract of ETD)

The research objective has been brought out as a tool to implement the availability of armed forces higher education institution system structure improvement in order to accomplish the model of the readiness preparation concern. The qualitatively and quantitatively process has been practice together with the study of the connoisseurship system structure model of the higher education institution by the use of the ethnographic future research (EFR). The interviewing of the purposive random sampling expertise and connoisseur group, who has a strong academic background and well being established in the field of a higher education and military management science, on contributed to an indication of a 12 model factors. Adding value suggestion is considered to be the learning-orgaization tactical. To maintain the optimum results for a chain of command, the levels of operation and policy for control are being suggested. In practical, there will consist of 10 operating organizations under the Supreme Command Head Quarter. These are directed by the policy level, whom MOD is a controller, a link to the Ministry Office for a National Board of Education, Religion and cultural standard adjustment.
