Abstract

การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อศึกษาถึง "ปัจจัยที่มีผลกระทบต่อปัญหาการปฏิบัติงานของเจ้าหน้าที่ตำรวจเกี่ยวกับคดีผู้ลักลอบเข้าเมืองโดยผิดกฎหมาย" โดยใช้ระเบียบวิธีการวิจัยทางมานุษยวิทยาหลายรูปแบบเพื่อเก็บรวบรวมข้อมูล เช่น การสังเกตอย่างมีส่วนร่วม การสัมภาษณ์แบบเจาะลึก รวมทั้งการใช้เทคนิคของการจดบันทึก เป็นต้น ซึ่งศึกษาจากเจ้าหน้าที่ตำรวจกลุ่มตัวอย่างที่คัดเลือกความเหมาะสม จำนวน 10 คน โดยนำข้อมูลที่ได้มาวิเคราะห์และอธิบายเหตุผลต่างๆ ผลการวิจัยเกี่ยวกับปัจจัยที่มีผลกระทบต่อปัญหาการปฏิบัติงานของเจ้าหน้าที่ตำรวจเกี่ยวกับคดีผู้ลักลอบเข้าเมืองโดยผิดกฎหมาย สามารถสรุปได้ดังต่อไปนี้ 1. เจ้าหน้าที่ตำรวจที่ปฏิบัติหน้าที่อยู่ในสายงานสอบสวนจะประสบปัญหาและอุปสรรคในการปฏิบัติงานเกี่ยวกับคดีผู้ลักลอบเข้าเมืองโดยผิดกฎหมายมากกว่าสายงานอื่นๆ 2. การขาดความสามารถในการพูดและความเข้าใจภาษาพม่าของเจ้าหน้าที่ตำรวจเป็นปัญหาและอุปสรรคที่สำคัญในการปฏิบัติงานเกี่ยวกับคดีผู้ลักลอบเข้าเมืองโดยผิดกฎหมายทุกขั้นตอน 3. เจ้าหน้าที่ตำรวจกลุ่มตัวอย่างส่วนใหญ่ขาดการฝึกอบรมความรู้เกี่ยวกับคนต่างด้าวจึงก่อให้เกิดปัญหาในการปฏิบัติงานเกี่ยวกับคดีผู้ลักลอบเข้าเมืองโดยผิดกฎหมายเป็นอย่างมาก 4. การขาดการประสานงานระหว่างเจ้าหน้าที่ตำรวจในสถานีตำรวจกับหน่วยงานในกระบวนการยุติธรรมเป็นปัญหาและอุปสรรคในการปฏิบัติงานของเจ้าหน้าที่ตำรวจเกี่ยวกับคดีผู้ลักลอบเข้าเมือง 5. เจ้าหน้าที่ตำรวจกลุ่มตัวอย่างส่วนใหญ่ขาดแรงจูงใจในการปฏิบัติงาน เช่น การพิจารณาเลื่อนขั้นเงินเดือน 2 ขั้น สวัสดิการต่างๆ เป็นต้น จึงก่อให้เกิดปัญหาและอุปสรรคในการปฏิบัติงานของเจ้าหน้าที่ตำรวจเกี่ยวกับคดีผู้ลักลอบเข้าเมืองโดยผิดกฎหมาย 6. การเปลี่ยนแปลงหรือการขัดแย้งกันของแนวนโยบายของรัฐ กฎหมาย กฎระเบียบหรือคำสั่งเป็นปัญหาต่อการปฏิบัติงานของเจ้าหน้าที่ตำรวจเกี่ยวกับคดีผู้ลักลอบเข้าเมืองโดยผิดกฎหมาย 7. ทัศนคติของเจ้าหน้าที่ตำรวจเกี่ยวกับคดีผู้ลักลอบเข้าเมืองโดยผิดกฎหมายมีผลต่อปัญหาและอุปสรรคในการปฏิบัติงานของเจ้าหน้าที่ตำรวจเกี่ยวกับคดีผู้ลักลอบเข้าเมืองโดยผิดกฎหมาย 8. เจ้าหน้าที่ตำรวจกลุ่มตัวอย่างส่วนใหญ่มีทัศนคติเชิงลบต่อคนต่างด้าว 9. ลักษณะภูมิประเทศเป็นปัญหาและอุปสรรคการปฏิบัติงานของเจ้าหน้าที่ตำรวจเกี่ยวกับคดีผู้ลักลอบเข้าเมืองโดยผิดกฎหมาย

Other Abstract (Other language abstract of ETD)

The objectives of the study are to know the factors affecting problems of and obstacles to the police procedure in illegal immigrant cases. This research is a qualitative method. Anthropological fieldwork techniques such as in-depth interview, participant observation etc., were used to collect data from 10 different cases and used content analysis to analyze and describe cases study. The results of the study about factors affecting problems of and obstacles to the police procedure in illegal immigrant cases can be summarized as follows : 1. Detective Line has higher problems and obstacles in the investigation procedure about illegal immigrant cases than the ones in other lines. 2. Lacks of skills in speaking and understanding Burmese Language are problems and obstacles to the whole police procedure in illegal immigrant cases. 3. The samples with lacking of knowledge to work with illegal immigrant cases from training courses have higher problems and obstacles than the others. 4. Lacks of co-operation in the police station and between the others criminal justice offices are problems and obstacles in working with illegal immigrant cases. 5. The samples, which got no incentives such as promotion, double steps in salary etc. have higher problems and obstacles than the others. 6. The inconsistency of government policy, rules and orders affect to the police procedure about illegal immigrant cases. 7. The attitudes of police toward working with illegal immigrant cases affect to the police procedure about illegal immigrant cases. 8. Most of the samples have negative attitudes toward alliances. 9. Geographical performance of the borderlines is problems and obstacles in working with illegal immigrant cases.
