Abstract

วิทยานิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อศึกษาผลกระทบต่อวิถีชีวิตชุมชนประมงพื้นบ้าน ต.เวียง อ.เชียงของ จ.เชียงราย ด้านเศรษฐกิจและวัฒนธรรม และเพื่อศึกษารูปแบบการเคลื่อนไหวและการมีส่วนร่วมของประชาชนในการคัดด้านการระเบิดแก่แม่น้ำโขง ผลการศึกษาพบว่า ชุมชนประมงมีวิถีชีวิตที่ต้องพึ่งพาทรัพยากรธรรมชาติในแม่น้ำโขง แต่หลังจากการระเบิดแก่งแม่น้ำโขงตั้งแต่ปี 2545 ระบบนิเวศในแม่น้ำโขงเปลี่ยนแปลงไป จำนวนปลาลดลง ค่าใช้จ่ายในการดำรงชีพสูงชึ้นในขณะที่รายได้กลับลดลงชาวประมงต้องเป็นหนี้สินมากขึ้น ภายใต้ภาวะกดดันทางเศรษฐกิจชาวประมงหลายคนต้องเลิกประกอบอาชีพประมง หันไปประกอบอาชีพ ค้าขาย ธุรกิจการท่องเที่ยว รับจ้าง กรรมกรก่อสร้างทั้งในและนอกชุมชน เมื่อระบบผลิตเปลี่ยนแปลงไป ส่งผลให้ความเชื่อต่อสิ่งเหนือธรรมชาติลดลง พิธีกรรมของชุมชนเปลี่ยนแปลงรูปแบบไป ความสัมพันธ์ของคนในชุมชนไม่เหนียวแน่นดังเช่นในอดีต ความเดือดร้อนที่ชาวประมงได้รับ ทำให้ชาวประมงพื้นบ้านรวมตัวกันเพื่อคัดค้านการระเบิดแก่งโดยการรวมกลุ่มชาวประมงกับองค์กรท้องถิ่น เกิดเป็นขบวนการศึกษาวิจัยแม่น้ำโขงและทรัพยากรธรรมชาติในแม่น้ำโขง และขบวนรณรงค์เรียกร้องสิทธิของชุมชนในการคุ้มครองทรัพยากรธรรมชาติในท้องถิ่น นอกจากนี้ยังได้สร้างเครือข่ายพันธมิตรกับองค์กรภายนอกท้องถิ่นมีกระบวนการเคลื่อนไหวที่เป็นรูปธรรมชัดเจนและมีความต่อเนื่อง ทำให้รัฐหันมาให้ความสนใจให้ความร่วมมือในการรับฟังและแก้ไขปัญหาของชุมชน ระงับการดำเนินการระเบิดแก่งชั่วคราวจนถึงปัจจุบัน

Other Abstract (Other language abstract of ETD)

The purpose of this thesis is to study the effect of the rapids blasting in Mekong river the respect to economy and cultural of the local fishery community livelihood in Vieng sub-district Chiangkhong district, Chiangrai province, including the movement of the community against rapids blasting. It was found that local fishery community livelihood is dependant on natural resources from Mekong river. But since year 2002 after the blasting, the ecology of the Mekong river has changed, the quantity of fish had decreased, cost of living has increased while the income has decreased, and fishermen are in debt more than in the past. Because of economic pressure, many fishermen has to abandon fishery and change to trade, tourist and wage labor. Change in the production system effects faith, and ceremonial life of local community. The hardship that fishermen had faced, made local fishermen organize of themselves and against rapids blasting by joining with other local organizations, resistance movements to study are formed natural resources available in Mekong river and rights of the community to protect the natural resources. They also formed alliance network with the outside organizations. The movements are clearly and continuously organized. That government became interested and participated in resolving the community problem. The rapids blasting has now been temporary stopped.
