Abstract

งานวิจัยนี้มีวัตถุประสงค์เพื่อตอบคำถามวิจัย ดังต่อไปนี้ 1) ลักษณะและวิธีการนำเสนอข่าวของสถานีโทรทัศน์ไทยพีบีเอส ในช่วงวิกฤตน้ำท่วม พุทธศักราช 2554 เป็นอย่างไร 2) บทบาทหน้าที่ของสถานีโทรทัศน์ไทยพีบีเอสในช่วงวิกฤตน้ำท่วม พุทธศักราช 2554 เป็นอย่างไร และ 3) ปัจจัยใดบ้างที่ส่งผลต่อการนำเสนอข่าวและบทบาทหน้าที่ของสถานีโทรทัศน์ไทยพีบีเอส ในช่วงวิกฤตน้ำท่วม พุทธศักราช 2554 โดยผู้วิจัยได้ใช้วิธีการวิเคราะห์เนื้อหาของรายการข่าวเช้า ข่าวเที่ยง และข่าวค่ำ ที่ออกอากาศตั้งแต่วันที่ 1 ตุลาคม ถึงวันที่ 25 ธันวาคม พ.ศ. 2554 รวมทั้งสิ้น 230 เทป และการสัมภาษณ์เชิงลึกกับผู้อำนวยการสำนักข่าว บรรณาธิการข่าวยุทธศาสตร์ และผู้สื่อข่าว ผลการวิจัยพบว่า สถานีโทรทัศน์ไทยพีบีเอสในช่วงวิกฤตน้ำท่วม พ.ศ. 2554 มีรูปแบบการนำเสนอข่าว 2 รูปแบบ คือ 1) การรายงานในห้องส่ง ซึ่งประกอบด้วย ผู้สื่อข่าวรายงาน, รายงานพิเศษ (สกู๊ปพิเศษ), การสัมภาษณ์สดทางโทรศัพท์ และการสัมภาษณ์สดในห้องส่ง 2) การรายงานสดภาคสนาม ประเด็นข่าวที่ถูกนำเสนอผ่านรายการข่าวมี 7 ประเด็น เรียงจากมากไปน้อยได้แก่ 1) รายงานสถานการณ์น้ำ 2) การจัดการปัญหาน้ำ 3) การช่วยเหลือ 4) การเตือนภัย 5) การฟื้นฟู 6) ผลกระทบ และ 7) ความขัดแย้ง ด้านบทบาทหน้าที่ของสถานีโทรทัศน์ไทยพีบีเอส ในช่วงวิกฤตน้ำท่วม พุทธศักราช 2554 คือ 1) บทบาทหน้าที่ในการรายงานข่าว 2) บทบาทหน้าที่ในการเป็นคนกลาง บรรเทาความขัดแย้ง 3) บทบาทหน้าที่ในการให้ความช่วยเหลือเยียวยา และ 4) บทบาทหน้าที่ในการตรวจสอบการทำงานของภาครัฐ ปัจจัยที่ส่งผลต่อการนำเสนอข่าวและบทบาทหน้าที่ของสถานีโทรทัศน์ไทยพีบีเอส ในช่วงวิกฤตน้ำท่วม พุทธศักราช 2554 คือ 1) นโยบายสถานีการเป็นองค์กรสื่อสาธารณะ 2) บรรณาธิการข่าวสำหรับข่าวในห้องส่ง 3) ผู้สื่อข่าวสำหรับข่าวภาคสนาม 4) สถานการณ์การตกเป็นผู้ประสบภัยของสถานีโทรทัศน์ไทยพีบีเอส และ 5) สถานการณ์น้ำและความเดือดร้อนของประชาชน

Other Abstract (Other language abstract of ETD)

The research is aimed at answering the following research questions 1) what are formats and contents broadcasted in news programs at the time of flooding crisis 2011, 2) what are roles of Thai PBS in that time, and 3) what are factors affecting roles and news reporting of Thai PBS. The researcher analysed contents of morning news, noon news, and night news, broadcasted from 1 October to 25 December 2011, totaling 230 tapes. There are also interviews in depth with news director, strategy news editor, and news reporter. The research findings are as follows. First, there are 2 formats in broadcasting news; 1) live news report from reporting studio, including normal news report from reporting studio, special news report (special scoope), live interview on phone, and live interview in reporting studio; and 2) live news report from fieldworks. Secondly, there are 7 contents reported including 1) water situation, 2) water management, 3) flood victims assistance, 4) flood warning, 5) water damage restoration, 6) effects of the flood, and 7) conflicts. Thirdly, there are 4 roles of Thai PBS including 1) news reporters, 2) mediators for relieving conflicts, 3) assistants for flood victims, and 4) examiners on government working. Lastly, there are 5 factors affecting Thai PBS roles including 1) policies of public mass media organisation, 2) news editors for news reporting from reporting studio, 3) fieldwork news reporters, 4) Thai PBS situation in being flood victims, and 5) water situations and troubles of the flood victim.
