Abstract

การวิจัยเรื่อง ความต้องการของกลุ่มผลประโยชน์ที่มีต่อการจัดสรรคลื่นความถี่ตามแนวทางรัฐธรรมนูญ พ.ศ.2540 มาตรา 40 เป็นการวิจัยเชิงคุณภาพ มีวัตถุประสงค์เพื่อศึกษาลักษณะและความเป็นมาของกลุ่มผลประโยชน์ ความต้องการที่มีต่อการจัดสรรคลื่นความถี่วิทยุและโทรทัศน์ รวมถึงเพื่อศึกษาผลตอบสนองจากการเรียกร้องความต้องการของกลุ่มผลประโยชน์ ประเด็นข้อขัดแย้งและข้อเห็นพ้องต้องกันของแต่ละกลุ่มผลประโยชน์ที่นำไปสู่การกำหนดเป็นนโยบาย โดยใช้แนวคิดเกี่ยวกับกลุ่มผลประโยชน์ แนวคิดเกี่ยวกับเจตนารมณ์ของมาตรา 40 ของรัฐธรรมนูญไทย พ.ศ. 2540 และแนวคิดเกี่ยวกับการจัดระบบคลื่นความถี่วิทยุกระจายเสียงและวิทยุโทรทัศน์ มาเป็นแนวทางในการวิเคราะห์ ผลการวิจัยพบว่า สมาคมนักข่าววิทยุและโทรทัศน์ไทย สมาพันธ์สมาคมวิชาชีพวิทยุกระจายเสียงและวิทยุโทรทัศน์ คณะกรรมการรณรงค์เพื่อการปฏิรูปสื่อ สหพันธ์วิทยุชุมชนแห่งชาติ มีการจัดตั้งรวมกลุ่มกันขึ้นเป็นกลุ่มผลประโยชน์เพื่อเรียกร้องความต้องการที่มีต่อการจัดสรรคลื่นความถี่วิทยุและโทรทัศน์ โดยความต้องการของสมาคมนักข่าววิทยุและโทรทัศน์ไทย และคณะกรรมการรณรงค์เพื่อการปฏิรูปสื่อ รวมกลุ่มกันเรียกร้องความต้องการที่เป็นประโยชน์สาธารณะ ขณะที่สหพันธ์วิทยุชุมชนแห่งชาติ รวมกลุ่มกันเพื่อเรียกร้องคลื่นความถี่วิทยุชุมชนเพื่อใช้สำหรับบริการภายในชุมชน ขณะที่สมาพันธ์สมาคมวิชาชีพวิทยุกระจายเสียงและวิทยุโทรทัศน์ รวมกลุ่มเรียกร้องความต้องการเพื่อปกป้องผลประโยชน์ทางธุรกิจของกลุ่ม โดยความต้องการที่มีต่อการจัดสรรคลื่นความถี่ในครั้งนี้แตกต่างกัน และมีข้อขัดแย้งมากมาย จนไม่อาจสร้างขึ้นเป็นวาระที่นำไปสู่การกำหนดเป็นนโยบายได้เลย

Other Abstract (Other language abstract of ETD)

The research on "Needs of Interest Groups Toward the Allocation of Broadcasting Frequencies According to New Constitution Article 40" is a qualitative research. Its objectives are to study the characteristics and backgrounds of interest groups, their needs towards the allocation of broadcasting frequencies, including the feedback of their calls in terms of conflicting issues as well as agreeable issues of each interest group that lead to policy-making strategy. Concepts relating to interest groups, intention of Article 40 of the New Constitution, 2540 B.E. as well as systematic allocation of broadcasting frequencies are used as guidelines for data analysis. The finding of the research are as follows. The Thai Broadcast Journalists Association, The federation of Radio and Television Professionals Association, The Campaign for Popular Media Reform Board and The Federation of National Community Radio are united to form various interest groups. Their aims are to pledge for the need to regulate broadcasting frequencies according to Article 40 of the New Constitution. The needs of the Thai Broadcast Journalists Association and The Campaign for Popular Media Reform Board are directed towards public interest. The needs of The Federation of National Community Radio is directed towards community interest. The needs of The federation of Radio and Television Professionals Association ,on the other hand, is to protect the interest of their own business. It is obvious that the overall needs towards the allocation of broadcasting frequencies are totally different. Hence,there emerge a great deal of conflicting issues that it is almost impossible to set an agenda for practical policy-making.
