Abstract

งานวิจัยชิ้นนี้เป็นการวิจัยเชิงกึ่งคุณภาพกึ่งปริมาณโดยใช้การสัมภาษณ์เชิงลึกกับบรรณาธิการและนักข่าวและการแจกแบบสอบถามกับนักข่าวหนังสือพิมพ์รายวัน มีวัตถุประสงค์เพื่อศึกษาความรู้ความคิดเห็นเกี่ยวกับสิทธิรับรู้ข้อมูลตามพระราชบัญญัติข้อมูลข่าวสารของราชการ การใช้ประโยชน์ ระดับการใช้ประโยชน์ของพระราชบัญญัติข้อมูลข่าวสารของราชการ ศึกษาความสัมพันธ์ระหว่างปัจจัยต่าง ๆ ที่มีผลต่อการใช้ประโยชน์ของ พ.ร.บ.ข้อมูลข่าวสารของราชการ และเพื่อศึกษาปัญหาและอุปสรรคจากการใช้พ.ร.บ.ข้อมูลข่าวสารของราชการของนักข่าวหนังสือพิมพ์ ผลการวิจัยสรุปได้ว่า 1. ประเภทของหนังสือพิมพ์มีความสัมพันธ์กับความรู้เกี่ยวกับสิทธิการรับรู้ข้อมูลตาม พ.ร.บ.ข้อมูลข่าวสารอย่างมีนัยสำคัญ 2. รายได้ของนักข่าวหนังสือพิมพ์มีความสัมพันธ์กับความคิดเห็นเกี่ยวกับการบังคับใช้ พ.ร.บ.ข้อมูลข่าวสารของราชการ ในเรื่องของการใช้อ้างถึงได้เมื่อเจ้าหน้าที่ปฏิเสธที่จะให้ข้อมูลอย่างมีนัยสำคัญทางสถิติ 3. รายได้ของนักข่าวหนังสือพิมพ์มีความสัมพันธ์กับการใช้ประโยชน์ของพ.ร.บ.ข้อมูลข่าวสารของราชการ ฯ อย่างมีนัยสำคัญทางสถิติ 4. ตำแหน่งงานของนักข่าวหนังสือพิมพ์มีความสัมพันธ์กับการใช้ประโยชน์ของ พ.ร.บ.ข้อมูลข่าวสารของราชการ ฯ อย่างมีนัยสำคัญทางสถิติ 5. ปัจจัยที่ทำให้นักข่าวใช้หรือไม่ใช้ พ.ร.บ.ข้อมูลข่าวสารของราชการ ฯ คือ การที่สาระสำคัญและกระบวนการบังคับใช้ พ.ร.บ.ข้อมูลข่าวสารของราชการยังมีจุดบกพร่องจึงไม่สามารถตอบสนองต่อวิถีทางในการทำข่าวของนักข่าวได้ เนื้อหาที่ขัดแย้งกับกฎหมายฉบับอื่น การให้บริการที่ไม่มีประสิทธิภาพของเจ้าหน้าที่รัฐและความไม่เต็มใจในการให้ข้อมูลของเจ้าหน้าที่อันเนื่องมาจากการแทรกแซงทางการเมือง

Other Abstract (Other language abstract of ETD)

This research, using both quantitative and qualitative research methods, has the following objectives: to study the knowledge, opinion, and usage of the Freedom of Official Information Act B.E. 2540 by journalists of daily newspapers in Thailand; to study the factors that may influence the journalists’ use of the Act; to examine problems and limitations arising from the use of the Act by newspaper journalists. Questionnaire-based surveys and in-depth interviews are used as major methods of data collection. The research has these findings: 1) the type of newspaper that journalists are affiliated with has a statistically significant relationship with knowledge about the Freedom of Official Information Act; 2) the income of the journalists has a statistically significant relationship with the opinion about the implementation of the Act (that the Act can be referred to when official deny to reveal information); 3) the income of the journalists has a statistically significant relationship with the use of the Act; 4) the work position of the journalists has a statistically significant relationship with the use of the Act; and 5) Major factors that prevent the journalists from using the Act are: the content and the implementation process of the Act which still contains loopholds and could not respond to the journalists’ reporting custom or tradition, conflicting content with other existing laws, inefficient services of government officials, and the officials’ reiuctance to give information because of political interference.
