Abstract

การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ มีวัตถุประสงค์เพื่อศึกษา 1) ความเป็นมา โครงสร้างและพันธกิจในการดำเนินงานของสถาบันพระปกเกล้า 2) กระบวนการสื่อสาร รูปแบบและเนื้อหาในการเผยแพร่ความรู้เพื่อการพัฒนาประชาธิปไตยของสถาบันพระปกเกล้า ผลการวิจัยที่สำคัญสามารถสรุปได้ ดังนี้ 1. สถาบันพระปกเกล้าเป็นองค์การมหาชนอิสระทางวิชาการในกำกับของรัฐสภา ดำเนินงานตามพระราชบัญญัติสถาบันพระปกเกล้า พ.ศ.2541 โดยมีสภาสถาบันพระปกเกล้าเป็นผู้กำหนดนโยบายและควบคุมการดำเนินงานของสถาบัน และมีพันธกิจหลักของสถาบัน คือ เผยแพร่ความรู้และส่งเสริมการพัฒนาประชาธิปไตยตามรัฐธรรมนูญแห่งราชอาณาจักรไทย 2. สำนักฝึกอบรม เผยแพร่และประชาสัมพันธ์เป็นหน่วยงานหลักที่ทำหน้าที่ในการเผยแพร่ความรู้เพื่อการพัฒนาประชาธิปไตย ผ่านช่องทางต่างๆ ทั้งสื่อระหว่างบุคคลและสื่อมวลชน ไปยังผู้รับสารเป้าหมาย คือ สมาชิกรัฐสภา ผู้บริหารระดับสูง องค์กรเครือข่าย นิสิตนักศึกษา ประชาชนและเยาวชนทั่วไป โดยมีรูปแบบการเผยแพร่ที่แบ่งเป็น 1) การเผยแพร่ผ่านการสื่อสารระหว่างบุคคล ได้แก่ การจัดหลักสูตรการศึกษาและฝึกอบรม การประชุมวิชาการ และการสร้างเครือข่าย 2) การเผยแพร่ผ่านช่องทางสื่อมวลชน ได้แก่ หนังสือเผยแพร่ จดหมายข่าวสถาบันพระปกเกล้า สื่อวิทยุและโทรทัศน์ สื่ออินเทอร์เน็ต และสื่อเพื่อการรณรงค์การเลือกตั้ง สำหรับเนื้อหาสาระในการเผยแพร่ความรู้เพื่อการพัฒนาประชาธิปไตยตามรัฐธรรมนูญแห่งราชอาณาจักรไทย พ.ศ.2540 สามารถแบ่งออกได้เป็นประเด็นสำคัญๆ คือ ความรู้เกี่ยวกับการเมืองการปกครองในระบอบประชาธิปไตย การปฏิรูปการเมือง การมีส่วนร่วมทางการเมืองของประชาชน การกระจายอำนาจการปกครองไปสู่ท้องถิ่น การเลือกตั้ง รัฐธรรมนูญแห่งราชอาณาจักรไทย พ.ศ. 2540 และองค์กรอิสระตามรัฐธรรมนูญ

Other Abstract (Other language abstract of ETD)

The research is qualitative type aiming at studying history, structure and missions as well as communication process, media form and content of knowledge dissemination for democratic development of King Prajadhipok’s Institute. The major findings could be concluded as follow: 1. King Prajadhipok's Institute is an independent public organization which was established in 1994. The King Prajadhipok’s Institute Council is responsible for provide policy and managed the work processes following the King Prajadhipok's Institute Act B.E. 2541. 2. The Training, Dissemination and Public Relations office is responsible for publicizing democratic principles and disseminating information about politics and the Thai political system in order to promote understanding of democracy. The media forms of knowledge dissemination for democratic development are interpersonal and mass communication. The interpersonal communication included the training programs, conferences on various aspects of democratic development and communication networks while the mass communication included prints, radio, TV, Internet and campaign media to promote the election. The content of knowledge dissemination for democratic development of King Prajadhipok’s Institute could be concluded into major points which are political information, political reform, public participation, decentralization, the election, the new Constitution of the Kingdom of Thailand and autonomous organization.
