Abstract

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาความพร้อมและขีดความสามารถในการปฏิบัติงาน ขององค์กรภาครัฐและเอกชนที่มีหน้าที่เกี่ยวข้องในการดำเนินการขจัดคราบน้ำมันที่รั่วไหล ในน่านน้ำไทย ตามแผนป้องกันและขจัดมลพิษทางน้ำเนื่องจากน้ำมันแห่งชาติ โดยดำเนินการวิจัยทั้งในเชิงปริมาณและเชิงคุณภาพ กับกลุ่มตัวอย่างในศึกษา จำนวน 60 คน การเก็บข้อมูล เชิงปริมาณนั้นดำเนินการโดยการใช้แบบสอบถามเป็นเครื่องมือและเก็บข้อมูลเชิงคุณภาพ ด้วยวิธีการสัมภาษณ์กลุ่มผู้เชี่ยวชาญและทำการวิเคราะห์ข้อมูลเพื่อเสนอแนวทางการปฏิบัติ โดยนำเสนอเป็นแนวทางสำคัญ 3 ด้าน คือ ด้านการบริหารจัดการองค์กร ด้านบุคลากรและ ด้านเครื่องมือและอุปกรณ์ขจัดคราบน้ำมัน ผลการวิจัยพบว่า องค์กรภาครัฐและภาคเอกชน มีการบริหารจัดการองค์กรที่ดีมีแผนฉุกเฉินที่สามารถจะนำมาใช้ปฏิบัติได้ทันทีที่มีเหตุการณ์ ทั้งยังให้ความสำคัญกับการฝึกซ้อมการปฏิบัติงานขจัดคราบน้ำมันอย่างสม่ำเสมอ ด้านความพร้อมของบุคลากร องค์กรภาครัฐและเอกชนต่างให้ความสำคัญกับการสร้างบุคลากร ที่มีความรู้ความสามารถเกี่ยวกับการปฏิบัติคราบน้ำมัน ด้วยการส่งเสริมให้บุคลากรในองค์กร เข้ารับการฝึกอบรมความรู้สำหรับผู้ปฏิบัติงานขจัดคราบน้ำมันซึ่งจัดให้มีขึ้นเป็นประจำทุกปี ด้านความพร้อมด้านเครื่องมือและอุปกรณ์ขจัดคราบน้ำมัน องค์กรภาครัฐมีข้อจำกัด ด้านงบประมาณในการจัดหาอุปกรณ์ที่จัดหามาใช้งานเป็นระยะเวลานานและใกล้เสื่อมสภาพตามอายุการใช้งาน ในส่วนของภาคเอกชนนั้นมีความพร้อมในการจัดหาอุปกรณ์ เครื่องมือและสารเคมีขจัดคราบน้ำมันในระดับที่ดีมีแผนการบำรุงรักษาและแผนการจัดหาทดแทนอย่างต่อเนื่อง สำหรับแนวทางการพัฒนาแนวทางการแก้ไขปัญหาคราบน้ำมันรั่วไหลในน่านน้ำไหล ผลการวิจัยพบว่า นอกเหนือจากการเตรียมความพร้อมขององค์กรที่เกี่ยวข้องแล้ว ยังต้องให้ความสำคัญกับการสร้างจิตสำนึกให้กับผู้ประกอบการและเครือข่ายภาคประชาชนให้มีความตระหนักถึงผลกระทบร้ายแรงที่จะมีขึ้นกับสิ่งแวดล้อมทางธรรมชาติเมื่อเกิดการรั่วไหลของคราบน้ำมันรั่วไหล

Other Abstract (Other language abstract of ETD)

This research study aims to study the preparedness and performance potentiality of government agencies and private sectors that are involved in the removal in combating spilled oil in Thai waters following National Plan to prevent and eliminate marine oil pollution. The study involved both qualitative and quantitative aspects by studying the sample consisted of 60 people. Quantitative data collection was conducted by using the interview of the questionnaire. Qualitative data collected through interviews with experts. Data analysis was taken to offer guidelines. The three important aspects presented are management organization, personnel and equipments to remove oil stains. The results show that government organizations and private sectors have well-managed organization and have an emergency plan that can be implemented immediately following the event. They also featured a training operation to remove oil stains invariably. In preparedness of personnel, public and private sector organizations have focused on people who have knowledge and skills related to removing oil stains by supporting personnel in the organizations attend the training which is held annually. In availability of tools and equipment, the government organizations have limited budgets in supply of equipments used for a long time and deteriorated with age and usability. In private sectors, they are well ready to supply those equipments, tools and oil dispersants and they also continuously have maintenance plans and renewable procurement plans. In development solutions for oil spills in the waters flow, research has shown that it not only focuses on preparing relevant organizations, but also creating awareness for entrepreneurs and public networks in serious consequences to the natural environment when an oil spill or leak happened.
