Abstract

งานวิจัยนี้เป็นการทบทวนและวิเคราะห์แนวทางการสนับสนุนการพัฒนาโครงสร้างพื้นฐานด้านพลังงานไฟฟ้าทั้งในส่วนขององค์กรระหว่างประเทศ และบทบาทของประเทศไทยได้สนับสนุนและร่วมลงทุนกับ สปป.ลาว และเมียนมาร์ โดยได้ศึกษาข้อมูลเชิงลึกของโครงการ, สถานะปัจจุบันของโครงการ และอุปสรรคที่ส่งผลต่อการดำเนินโครงการ ซึ่งศึกษาจากรายงานต่างๆ และการสัมภาษณ์เชิงลึกบุคคลที่เกี่ยวข้องกับโครงการตัวอย่างทั้ง 8 โครงการ จากนั้นทำการวิเคราะห์และประเมินโครงการโดยการประยุกต์ใช้มาตรฐาน OECD/DAC ซึ่งมีเกณฑ์การประเมิน 5 ด้าน ได้แก่ 1) ความสอดคล้อง 2) ประสิทธิภาพ 3) ประสิทธิผล 4) ผลกระทบทางด้านสังคมและสิ่งแวดล้อม 5) ความยั่งยืน ผลการศึกษาพบว่าประสิทธิภาพส่งผลต่อความสำเร็จชองโครงการมากที่สุด ตามด้วยประสิทธิผลและความยั่งยืน ส่วนผลกระทบไม่ส่งผลต่อความสำเร็จของโครงการ ทั้งนี้ปัจจัยที่ส่งผลต่อการสนับสนุนโครงการด้านพลังงานไฟฟ้าของไทยคือสถานการณ์ทางการเมืองภายในประเทศ ซึ่งมีผลต่อความต่อเนื่องของนโยบายภาครัฐ จึงส่งผลให้โครงการตัวอย่างที่ดำเนินการโดยรัฐวิสาหกิจและบริษัทลูกมีแนวโน้มประสบความสำเร็จมากกว่าโครงการที่ดำเนินการภายใต้กำกับของรัฐบาล นอกจากนี้โครงการใน สปป.ลาว มีแนวโน้มประสบความสำเร็จมากกว่าโครงการในเมียนมาร์ ซึ่งเป็นผลมาจากสถานการณ์ทางการเมืองภายในประเทศเช่นกัน

Other Abstract (Other language abstract of ETD)

This research is the review and analysis of energy infrastructure development supports from international organizations and Thailand in Lao PDR and Myanmar. Data collection of project description, existing development and obstacles on project development has been done through various reports and in-depth interviews of key related persons on all eight large energy projects. These data were analyzed and evaluated by the application of OECD/DAC guidelines, which consists of five criteria: correspondence, efficiency, effectiveness, social and environmental impact, and sustainability. The study shows that efficiency is the main factor affecting the project success, followed by effectiveness and sustainability, while the social and environmental impact rarely relates with the project success. It was also found that the main factor is political situation, which clearly affects long-term policies on Thai government projects. However, the projects initiated by Thai state enterprises were not significantly affected from political changes. In addition, the projects in Lao PDR seem to be more successful than ones in Myanmar due to more stable government.
