Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาและวิเคราะห์ความคุ้มค่าทางการเงิน วิเคราะห์ปริมาณการขนส่งสินค้าเทกองที่สำคัญของประเทศ และ วิเคราะห์ขีดความสามารถของท่าเรือ ในการรองรับปริมาณสินค้าเทกอง ในช่วง 10-20 ปีข้างหน้า ผ่านท่าเรือแห่งใหม่ของกองทัพเรือ โดยใช้พื้นที่เกาะจวงและเกาะจาน เป็นท่าเรือพาณิชย์แห่งใหม่สำหรับขนส่งสินค้าเทกองที่สำคัญของประเทศ ฝั่งทะเลอ่าวไทย ผลการศึกษาพบว่า ปริมาณสินค้าเทกองผ่านท่าเรือแห่งใหม่ของกองทัพเรือ (ปีพ.ศ.2563 - 2582) จะมีปริมาณสินค้าเทกองผ่านท่าเรือ 53,185,319.16 ตัน ถึง 243,175,256.28 ตัน ใช้เรือบรรทุกสินค้าเทกอง Bulk Carriers (ขนาด 30,000 DWT – 150,000 DWT) จำนวน 106 – 8,106 เที่ยวเรือ พื้นที่เกาะจวงและเกาะจานขนาด 3,339 ไร่ สามารถสร้างท่าเรือพาณิชย์ที่มีความยาว 9,201 เมตร ได้จำนวน 30 ท่า และสามารถจอดเรือได้คราวละ 30 - 60 ลำ มีขีดความสามารถในการเป็นท่าเรือน้ำลึกสำหรับสินค้าเทกองที่สำคัญของประเทศ ด้านความคุ้มค่าทางการเงิน จากกรณีที่รัฐบาลสนับสนุนงบประมาณให้กองทัพเรือบริหาร และให้เอกชนเช่าสัมปทาน พบว่า จะมีค่าใช้จ่ายในการก่อสร้างท่าเรือ เป็นเงินทั้งสิ้น 20,665 ล้านบาท ค่าใช้จ่ายในการบริหารท่าเรือในปีแรกของโครงการ (ปีพ.ศ.2563) เป็นเงินจำนวน 77 ล้านบาทต่อปี และเมื่อเริ่มดำเนินการไปจนถึงปีสุดท้ายที่วิเคราะห์โครงการ (ปีพ.ศ.2582) จะมีกำไรตั้งแต่ 647 - 2,443 ล้านบาทต่อปี มีระยะเวลาคืนทุน 18 - 42 ปี จึงสรุปได้ว่า โครงการพัฒนาท่าเรือพาณิชย์แห่งใหม่ของกองทัพเรือ ภายใต้การบริหารจัดการของกองทัพเรือ มีผลประกอบการเป็นที่น่าพอใจ และมีความคุ้มค่าทางการเงิน

Other Abstract (Other language abstract of ETD)

The purposes of this research is to study and analyzing remunerativeness of remarkable national’s bulk transportation, to marginalize the capability port through Royal Thai Navy ports located in Koh Chuang and Koh Chan, as the latest commercial port functioning to be Eastern sea transportation of bulk in gulf of Thailand, in the near 10 to 20 years. The study shows that amount of bulk that would be transported through Royal Thai Navy new port could reach up to 53,185,319.16 - 243,175,256.28 tons in 2020 - 2039, with 106 - 8,106 round trips by using Bulk carriers capable to withstand 30,000DWT - 150,000DWT. Above all, with 5,343,827.57 square meters or 3,339 Rai territory of Koh Chuang and Koh Chan, it could grow into vital bulk port of the nation with 30 of each 9,201 meters-long commercial ports that could hold more than 30 - 60 ships. According to previous studies, it possibly is becoming vital national bulk port. On financially justifiability aspect with the governmental supported budget, which would allow Royal Thai Navy to administrate and leasing concession of port to private company, such action could cost 20,665 Million Baht for port construction and another 77 Million Baht/year to administrate in its first year (2020). The port’s revenue could reach up to 647 - 2,443 Million Baht/year in 2039, in 18 - 42 years time. To summary, Commercial port development project under Royal Thai Navy’s administration turn out as a satisfactory and worthy.
