Abstract

โดยที่การพิจารณาตัดสินใจเอาคอมพิวเตอร์เข้ามาใช้เป็นเครื่องมือของการดำเนินงานทางด้านการธนาคารเป็นเรื่องที่สำคัญที่ธนาคารจะต้องทำการศึกษาและพิจารณาอย่างรอบคอบตลอดจนมีการวางแผนดำเนินงานที่ถูกต้องและรัดกุมเพียงพอ เพราะต้องใช้เงินทุนเป็นจำนวนมากและความคุ่มค่าของการลงทุนหรือไม่นั้นจะปรากฏออกมาในลักษณะระยะยาวมากกว่าระยะสั้น เพราะฉะนั้นเพื่อกำหนดแนวทางการพิจารณาตัดสินใจนำเอาคอมพิวเตอร์มาใช้ในกิจกรรมธนาคารให้มีประสิทธิภาพและให้ผลคุ้มค่าที่สุด จึงได้ทำการศึกษาและค้นคว้าจากทฤษฏีที่ผู้เรียบเรียงไว้แล้วและจากการปฏิบัติงานของธนาคารพาณิชย์ซึ่งเป็นธนาคารที่เริ่มนำเอาคอมพิวเตอร์เข้ามาใช้ในการดำเนินงานของธนาคารเป็นธนาคารแรกในประเทศไทย โดยสามารถสรุปผลของการศึกษาได้ดังนี้คือ 1. กิจกรรมของธนาคารนับวันจะมีการนำเอาคอมพิวเตอร์เข้ามาใช้เพิ่มมากขึ้นทุกทีและที่กำลังเริ่มหรือสนใจที่จะติดตั้งเครื่องคอมพิวเตอร์ภายในสำนักงานของตนที่มีอยู่เป็นจำนวนมิใช้น้อย ซึ่งหน่วยงานโดยเฉพาะผู้บริหารระดับสูงต้องพิจารณาและตัดสินใจอย่างละเอียดรอบคอบ อาทิเช่น ปัญหาในการเลือกงานที่นำมาใช้กับคอมพิวเตอร์ว่าควรเป็นงานประเภทใดบ้าง ปัญหาการเลือกคอมพิวเตอร์ของบริษัทใดดีปัญหาเกี่ยวกับการสรรหาบุคคลเข้ามาทำงานต่างๆ ภายในหน่วยงานคอมพิวเตอร์ เป็นต้น 2. ในการพิจารณาติดตั้งเครื่องคอมพิวเตอร์นั้น ผู้บริหารระดับสูงของหน่วยงานนั้นจะต้องกำหนดวัตถุประสงค์ในการใช้เครื่องคอมพิวเตอร์ให้แน่นนอนเสียก่อน แล้วทำการประเมินค่าให้ละเอียดถี่ถ้วนว่ามีปริมาณงานเพียงพอหรือไม่ที่จะป้อนให้กับเครื่องคอมพิวเตอร์ หรืออีกนัยหนึ่งคือ พิจารณาว่ามีปริมาณงานพอที่จะใช้งานได้ผลคุ้มค่าหรือไม่ การวางแผนงานและการเตรียบระบบงานแต่ละชิ้นที่จะนำมาใช้กับเครื่องคอมพิวเตอร์พร้อมแล้วหรือยัง จะต้องไม่เสี่ยงกับการลงทุนอย่างมหาศาลในการติดตั้งเครื่องคอมพิวเตอร์ โดยไม่แน่ใจจะได้ผลสมความประสงค์ที่กำหนดไว้หรือไม่ 3. เพื่อให้ปัญหาในการจัดตั้งหน่วยคอมพิวเตอร์มีน้อยที่สุด จึงควรกำหนดแนวทางในการนำคอมพิวเตอร์มาใช้ให้มีประสิทธิภาพและได้ผลคุ้มค่ามากที่สุด โดยการวางแผนและตระเตรียมงานต่างๆ ให้สมบูรณ์มากที่สุดนับตั้งแต่ปัญหาการศึกษาความเหมาะสม (Feasibility Study) ปัญหาในการเตรียมการก่อนติดตั้งเครื่อง (Preinstruction Preparation) รวมทั้งปัญหาในการออกแบบการใช้และการปรับปรุงระบบงานให้เหมาะสมกับนำมาใช้กับเครื่องคอมพิวเตอร์ ปัญหาในการฝึกอบรมเจ้าหน้าที่ การเขียนคำสั่งให้เครื่องทำงานตามระบบใหม่ การทดสอบการดำเนินงาน กรรมวิธีข้อมูลของระบบงานใหม่ต่างๆ ซึ่งเป็นเรื่องที่ต้องใช้เวลานานพอสมควร เช่น ก่อนหน้าและภายหลังที่ติดตั้งเครื่องคอมพิวเตอร์จริงๆ แล้วอาจจะต้องใช้เวลาเตรียมการ 2 ถึง 3 ปี ส่วนการที่สามารถใช้เครื่องทำงานต่างๆ ได้อย่างมีประสิทธิภาพอย่างมีเป้าหมายที่ตั้งไว้ อาจใช้เวลาต่อไปอีก 1 ถึง 2 ปี เป็นต้น 4. เพื่อแก้ไขปัญหาคู่สายโทรศัพท์ไม่ Reliable และค่าเช่าค่อนข้างสูง ควรใช้วิธีการแบบ Distributed Processing ซึ่งเป็นระบบที่ไม่ขึ้นอยู่กับคู่สายโทรศัพท์มากไปทั้งยังจะช่วยแก้ปัญหาในกรณี Central Computer หรือ Transmission Central Unit เสียลงได้อีก ตลอดจนเป็นการกระจายความรับผิดชอบออกไปสู่ Users

Other Abstract (Other language abstract of ETD)

The decision to bring in the computer to facilitate the work in the banking system is highly recommended. It is necessary to study the cost and benefits in detail. including the planning and control of projects because it involves a large amount of investment. We must be certain that the result is worth the amount and the time spent. Therefore, in this thesis, we have studied the theoretical and research work done in this field and also the experience of a bank in Thailand which is the first one to bring in the use of com¬puter in banking applications in this country. Our study can be summarized as follows : (1) More and more computers are being brought in to facili¬tate the bank's activities. Other business now begins to pay more attention to install the computer system. To make it worthwhile, the administration must carefully decide various important topics such as:- what kind of work the computer should do; what kind of computer we should buy and what the decision rule for choosing the computer should be, what qualification of the employees should be to carry out the work and so on. (2) In considering the possibility of installing a computer the main purpose of the use of it must be firmly set by the execu¬tives and then the investigation of the volume of work to be pro¬cessed by the computer must be done. In other words, the study of cost/benefit must be thoroughly investigated to see whether it is worth the investment or not. Further more, the planning and prepa¬ration of each system must be carefully set in advance. (3) The planning and preparation that have to be done include the following : the feasibility study, the preinstruction preparation, the adaptation of the manual system in use to the new system in order to gain the best benefit from the computer, training of the employees, application system design and programming, system testing. It takes a long time, possibly a period of 2-3 years, to carry out all these works. Furthermore, it may take another one or two years after the completion of the development stage to gain full benefit from the system. (4) To solve the data transmission problems, such as cost of lines, unreliability of lines and centralized computer equipments, the computer organization is now shifted from the centralized one to the distributed one. Moreover, this will distribute more responsi¬bility to the users.
