Abstract

วัตถุประสงค์ของการวิจัย การวิจัยครั้งนี้ต้องการสำรวจ 1. การปฏิบัติงานตามหน้าที่ของศึกษานิเทศก์ตามระเบียบกระทรวงศึกษาธิการว่าด้วยศึกษานิเทศก์กรมสามัญศึกษา พ.ศ. 2519 2. ผลการปฏิบัติงานของศึกษานิเทศก์จังหวัด 3. ปัญหาในการปฏิบัติงานของศึกษานิเทศก์ วิธีดำเนินการวิจัย ประชากรที่ใช้ในการวิจัย ประกอบด้วย กลุ่มศึกษาธิการจังหวัด ๆ ได้แก่ศึกษาธิการจังหวัด ผู้ช่วยศึกษาธิการจังหวัด และหัวหน้าหน่วยศึกษาธิการนิเทศจังหวัด จำนวน 15 คน กลุ่มหัวหน้าส่วนการศึกษา ฯ ได้แก่ หัวหน้าส่วนการศึกษา และหัวหน้าหมวดการศึกษา จำนวน 55 คน ศึกษานิเทศก์จังหวัด จำนวน 42 คน ครูใหญ่และครู จำนวน 216 คน สำหรับครูใหญ่และครูคัดเลือกจากโรงเรียนประถมศึกษาที่ศึกษานิเทศก์จังหวัดได้เข้าไปปฏิบัติงานแล้ว โดยใช้วิธีสุ่มตัวอย่างแบบง่าย เครื่องมือที่ใช้ในการวิจัย เป็นแบบสอบถามซึ่งแบ่งออกเป็น 3 ตอน คือ ตอนที่ 1 ถามเกี่ยวกับข้อมูลส่วนตัวของผู้ตอบแบบสอบถาม ตอนที่ 2 เป็นแบบสำรวจความคิดเห็นเกี่ยวกับการปฏิบัติงาน และผลการปฏิบัติงานของศึกษานิเทศก์จังหวัด ประกอบด้วยคำถาม 68 ข้อ โดยสอบถามเกี่ยวกับการปฏิบัติงานตามหน้าที่ศึกษานิเทศก์ ตามระเบียบกระทรวงศึกษาธิการว่าด้วยศึกษานิเทศก์กรมสามัญศึกษา พ.ศ. 2519 ตอนที่ 3 เป็นแบบสำรวจความคิดเห็น เกี่ยวกับปัญหาในการปฏิบัติงานของศึกษานิเทศก์ ประกอบด้วยข้อคำถาม 17 ข้อ การวิเคราะห์ข้อมูล ใช้ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน สรุปผลการวิจัย 1. เกี่ยวกับการปฏิบัติงานตามหน้าที่ของศึกษานิเทศก์ด้านต่าง ๆ ซึ่งกำหนดไว้ในระเบียบกระทรวงศึกษาธิการ ว่าด้วยศึกษานิเทศก์กรมสามัญศึกษา พ.ศ. 2519 นั้นพบว่าศึกษานิเทศก์จังหวัดได้ปฏิบัติงานตามหน้าที่ดังกล่าวเป็นบางครั้ง และได้ผลพอสมควร ยกเว้น การตรวจสอบและควบคุมสถานศึกษาในฐานะพนักงานเจ้าหน้าที่ตามกฎหมาย การศึกษาทดลองวิจัย การพัฒนาหลักสูตร การจัดทำคู่มือครูเอกสารทางวิชาการและวัสดุอุปกรณ์ประกอบการเรียนการสอน และการเสนอแนะหรือให้คำปรึกษาทางวิชาการแก่กรมสามัญศึกษา ปรากฏว่า ศึกษานิเทศก์จังหวัดได้มีการปฏิบัติน้อย 2. การปฏิบัติงานของศึกษานิเทศก์จังหวัดตามหน้าที่ด้านต่าง ๆ ได้ผลมากน้อยเรียงตามลำดับดังนี้ ปฏิบัติงานอื่น ๆ ที่ได้รับมอบหมายได้ผลเป็นอันดับหนึ่ง จัดประชุม อบรม สัมมนาครูอาจารย์เพื่อส่งเสริมสุขภาพของการเรียนการสอนและการบริหารการศึกษาได้ผลเป็นอันดับสอง จัดประเมินผลงานทางด้านวิชาการได้ผลเป็นอันดับสาม ปรับปรุงและส่งเสริมคุณภาพของการเรียนการสอน และการบริหารการศึกษา โดยใช้นวกรรมทางการศึกษาต่าง ๆ ได้ผลเป็นอันดับสี่ นิเทศการสอนและการบริหารงานวิชาการ หรือเป็นที่ปรึกษาทางวิชาการการแก่สถานศึกษา ที่อยู่ในขอบเขตความรับผิดชอบได้ผลเป็นอันดับห้า พิจารณา หรือพัฒนาหลักสูตรแบบเรียน หรือแนวการสอนให้สอดคล้องกับสภาพปัจจุบันได้ผลเป็นอันดับหก การจัดทำคู่มือครูเอกสารทางวิชาการ และอุปกรณ์ประกอบการเรียนการสอนได้ผลเป็นอันดับเจ็ด การตรวจสอบและควบคุมสถานศึกษาในฐานะพนักงานเจ้าหน้าที่ตามกฎหมายได้ผลเป็นอันดับแปด การเสนอแนะและให้คำปรึกษาทางวิชาการแก่กรมสามัญศึกษาได้ผลเป็นอับดับเก้า การศึกษาทดลองวิจัยในเรื่องที่เกี่ยวกับการเรียนการสอน ตลอดจนการบริหารการศึกษาได้ผลเป็นอันดับสิบ 3. ปัญหาเกี่ยวกับการปฏิบัติงานของศึกษานิเทศก์ ที่สำคัญได้แก่ ปัญหาจำนวนศึกษานิเทศก์ ต่อครู ต่อโรงเรียนไม่ได้สัดส่วนกัน งบประมาณมีน้อย อุปกรณ์และเครื่องมือเครื่องใช้ในการนิเทศการศึกษามีไม่พอ หน้าที่ของศึกษานิเทศก์กำหนดไว้กว้างยากต่อการปฏิบัติ ขาดความคล่องตัวในการปฏิบัติงานเพราะโรงเรียนประถมศึกษามีหลายสังกัด โรงเรียนที่จะไปนิเทศกระจายอยู่ห่างกัน และครูไม่ค่อยจะนำเอาวิธีการหรือข้อนิเทศไปปฏิบัติ

Other Abstract (Other language abstract of ETD)

The Purposes of the Study were as follows: 1. To survey Changwad Supervisors actual performances on the supervisory functions according to the Regulations concerning Supervisors’ functions of the Ministry of Education B.E. 2519. 2. To follow-up Changwad Supervisors actual performances. 3. To survey the problems of Changwad Supervisors actual performances. Method and Procedures: Population: The questionnaires were answered by; 5 Changwad Educational Officers, 5 Assistant Changwad Educational Officers, 5 Heads of the Changwad Supervisory Units, 55 Educational Division Heads of the Changwad Administrative Organization and the Chiefs of Amphoe Education Section, 42 Changwad Supervisors, and 216 selected principals and teachers who have been visited by Changwad Supervisors. Instruments: The questionnaire was divided into 3 parts:- Part one : The status of the sample. Part two: It was composed of 68 opinionnaire items concerning the actual performances of Changwad Supervisors on the supervisory functions according to the Regulations concerning Supervisors’ functions of the Ministry of Education B.E. 2519. Part three: It was composed of 17 opinionnaire items concerning the problems of Changwad Supervisors’ performances. Statistics: The data were analyzed by finding the percentage, mean and standard deviation. Conclusions: 1. To survey Changwad Supervisors’ actual performances on the supervisory functions according to the Regulations concerning Supervisors’ functions of the Ministry of Education B.E. 2519 : it was found that Changwad Supervisors had accomplished their functions at the level of moderate except; the function of inspection the schools, carrying Educational Research, Curriculum Development, writing teachers’ manuals and supplementary texts, and giving academic advises to The Department of General Education. 2. The Changwad Supervisors’ actual performances are graded respectively:- Other task assigned by upper authorities are at the first level. Leading and organizing in service trainings and seminars for local teachers are at the second level. Educational Evaluation is at the third level. Promoting and providing educational innovations is at the fourth level. Educational supervision and administration in the area of responsibility is at the fifth level. Local curriculum development and textbook selection are at the sixth level. Writing teachers’ manuals and supplementary texts are at the seventh level. Being school inspectors is at the eighth level. Academic advises to the Department of General Education is at the ninth level. Carrying Educational Research concerning instruction is at the tenth level. The most important problems of Changwad Supervisors’ performances were as follows: The imbalance between Supervisors and number of the elementary schools, limited budget, lack of educational instruments, Supervisors’ work is overloading, the schools concerned are under many authorities, the schools are situated in many areas and the Supervisors have mot much authority to encourage teachers to imply their suggestions.
