Abstract

วิทยานิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาลักษณะสภาพแวดล้อมของพื้นที่และรูปแบบการเกิดคดีอาชญากรรมในเขตเทศบาลนครเชียงใหม่ 2) ศึกษาความสัมพันธ์ระหว่างสภาพแวดล้อมของเมืองกับรูปแบบการเกิดคดีอาชญากรรมในเขตเทศบาลนครเชียงใหม่ และ 3) เสนอแนะแนวทางป้องกันการเกิดอาชญากรรมในเขตเทศบาลนครเชียงใหม่ การศึกษานี้มีขอบเขตการศึกษาเฉพาะอาชญากรรมที่ประกอบด้วยผู้กระทำความผิด เป้าหมาย และสถานที่หรือสภาพแวดล้อมของเมือง ได้แก่ คดีลักทรัพย์ คดีวิ่งราวทรัพย์ คดีชิงทรัพย์ คดีปล้นทรัพย์ คดีโจรกรรมรถจักรยานยนต์ และคดีโจรกรรมรถยนต์ ในการวิเคราะห์ข้อมูลและการแสดงผลข้อมูลนั้นใช้เทคนิคทางภูมิศาสตร์ และเทคนิคเชิงปริมาณวิเคราะห์เข้ามาประมวลผลร่วมกันในการอธิบาย จากการศึกษาพบว่า คดีที่เกิดขึ้นมากที่สุดในเขตเทศบาลนครเชียงใหม่ ได้แก่ คดีลักทรัพย์ และคดีโจรกรรมรถจักรยานยนต์ โดยคดีมีการเกาะกลุ่มกันและมีความหนาแน่นต่อพื้นที่สูงในบริเวณพื้นที่ใจกลางเมือง และจะลดลงเมื่อห่างจากพื้นที่ใจกลางเมืองออกไป พื้นที่ที่มีการเกาะกลุ่มของคดีจำนวนมาก ได้แก่ พื้นที่ย่านถนนห้วยแก้ว ถนนช้างเผือก และถนนท่าแพ ซึ่งปัจจัยทางด้านสภาพแวดล้อมของเมืองที่มีความสัมพันธ์กับการเกิดอาชญากรรมประกอบด้วย การใช้ที่ดิน โครงข่ายคมนาคม ไฟสาธารณะ และการป้องกันอาชญากรรมโดยเจ้าหน้าที่ตำรวจ ผลการศึกษานำมาสู่ข้อเสนอแนะในการป้องกันอาชญากรรม ด้วยการควบคุมกิจกรรมบางประเภทเป็นพิเศษ โดยเฉพาะที่พักอาศัยชั่วคราวและสถานบันเทิง การเพิ่มความสามารถในการควบคุมการเข้า-ออกพื้นที่ นอกจากนี้ยังควรพัฒนาสาธารณูปโภค ด้านการให้แสงสว่างบริเวณท้องถนน และการเพิ่มประสิทธิภาพการให้บริการสาธารณูปการของสถานีตำรวจ ตู้ยาม และจุดตรวจตู้แดงในรัศมีการให้บริการที่เหมาะสม

Other Abstract (Other language abstract of ETD)

The objectives of this thesis are; (1) to investigate the environments and criminal patterns in Chiang Mai municipality, (2) to examine the relationship between urban environments and criminal patterns in Chiang Mai municipality, and (3) to recommend the crime precaution applied to Chiang Mai municipality. The framework of this thesis is focused on criminal cases which the offenders, victims, and urban environments were included. The study aspects are involved the following; stealing, snatching, wresting, robbing, motorbike and automotive theft. The method used for data analysis and displayed results included an application of geographical and quantitative analysis techniques supplementary to discussion. It is found that the most frequently occurred criminal cases were stealing and motorbike theft where the clusters and the high density crime occurrence were at the central city, and decreased in from the city center. The highly clustered cases reported in three areas; Hauykaew road, Changphuek road, and Thapae road. The urban environments associated with criminal patterns include land usage, transportation network, public light and criminal protection undertaken by the police officials. The results have suggested the criminal precaution by controlling dormitories and entertainments, and the increasing of access control. In addition road lighting should be developed and the security services should be improved in proper service areas.
