Abstract

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษารูปแบบการใช้ที่ดินที่เกี่ยวเนื่องกับกิจกรรมการขนส่งสินค้าทางน้ำ หรือกิจการท่าเรือ บริเวณริมฝั่งแม่น้ำเจ้าพระยา ในเขตกรุงเทพมหานครและสมุทรปราการ ตั้งแต่สะพาน กรุงเทพจนถึงปากน้ำเจ้าพระยา ซึ่งมีระยะทาง 41.50 กิโลเมตร การวิจัยเริ่มจากการศึกษาวิวัฒนาการของ รูปแบบการใช้ที่ดินริมฝั่งแม่น้ำที่มีความสัมพันธ์กับกิจกรรมการขนส่งสินค้าทางน้ำ การเปลี่ยนแปลงที่เกิดขึ้น จากการขนส่งทางน้ำและการใช้ที่ดิน การศึกษาสภาพปัญหาในปัจจุบัน รวมถึงแนวโน้มการเปลี่ยนแปลงการใช้ ที่ดินในอนาคต พร้อมทั้งเสนอแนะแนวทางอ้นเป็นประโยชน์ต่อการวางแผนการใช้ที่ดินริมฝั่งแม่น้ำเจ้าพระยา ให้สอดคล้องกับการเปลี่ยนแปลงของเมืองในอนาคต การดำเนินการวิจัย ประกอบด้วย การศึกษาทฤษฎี แนวความคิด และงานวิจัยที่เกี่ยวข้องกับกิจกรรม การขนส่งสินค้าทางน้ำ การรวบรวมข้อมูลทุติยภูมิ เช่น ภาพถ่ายทางอากาศ ส่วนการรวบรวมข้อมูลปฐมภูมิ ได้จากการสำรวจภาคสนามและการสัมภาษณ์กลุ่มเฉพาะ โดยนำมาประมวลและวิเคราะห์ข้อมูล ท้ายสุดเป็นการสรุปผลการศึกษา และเสนอแนะแนวทางในการพัฒนารูปแบบการใช้ที่ดินริมฝั่งแม่น้ำเจ้าพระยาที่เหมาะสมในอนาคต ผลการวิจัย พบว่า ปัจจัยที่มิอิทธิพลต่อแนวโน้มการเปลี่ยนแปลงการใช้ที่ดินของกิจการท่าเรือ ได้แก่ สภาพภูมิศาสตร์ หรือสภาพร่องน้ำ ราคาที่ดินที่มีมูลค่าสูงขึ้น นโยบาย แผน และโครงการของภาครัฐรวมถึง ประสิทธิภาพของท่าเรือและพัฒนาการทางเทคโนโลยี นอกจากนี้ ยังพบว่าสภาพปัญหาและผลกระทบของ กิจการท่าเรือ ได้แก่ ความแออัดคับคั่งในท่าเรือและแม่น้ำเจ้าพระยา ปัญหาการจราจรติดขัด และปัญหามลภาวะสิ่งแวดล้อมเป็นต้น การศึกษาได้เสนอแนวทางในการวางแผนพัฒนาการใช้ที่ดินของท่าเรือ และพื้นที่ ริมฝั่งแม่น้ำเจ้าพระยา โดยพิจารณาแนวความคิดของการปรับเปลี่ยนการใช้ที่ดินให้เหมาะสม ได้แก่การวางผัง เฉพาะในรูปแบบการฟื้นฟูบูรณะเมือง ซึ่งประกอบด้วยการื้อถอนและสร้างทดแทนด้วยอาคารพาณิชย์และพักอาศัย หรือการพัฒนาสวนสาธารณะและพื้นที่สีเขียวริมน้ำเพื่อการพักผ่อน เป็นต้น ทั้งนี้เพื่อเป็นการพัฒนาการ ใช้ที่ดินให้เกิดประสิทธิภาพสูงสุด เป็นไปในทิศทางเดียวกับการพัฒนาเมือง และตอบสนองต่อการพัฒนาเศรษฐกิจและสังคมของกรุงเทพมหานครและสมุทรปราการ

Other Abstract (Other language abstract of ETD)

The main objectives of this research study are: to investigate the development of land use pattern according to transshipment function on the Chao Phraya riverfront in Bangkok and Samut Prakan, to evaluate the current problems that can potentially affect port efficiency and a quality of life for people in the selected areas, and to develop guidelines for the sustainable future land use pattern. The information obtained an extensive literature review of previous research studies, aerial photographs, and interviews with authorities was used in developing the recommendations and guidelines for the future land use pattern. It has been found that the main parameters having a great impact on the future land use pattern are river geographies, an increase of land value, the government policies, port efficiency, and port-relating development technologies. In addition, due to the limited areas of ports and the Chao Phraya river, the traffic flow and environmental problems are the major concerns, which can decrease port efficiency and productivity, as well as have a significant impact on a quality of life for people along the riverfront. Consequently, the guidelines of land use pattern on the Chao Phraya riverfront and port or wharf areas are proposed in this research study. To achieve the sustainable development, several essential land use policies, such as urban renewal and riverfront promenade program, are suggested. It is anticipated that the proposed guidelines would lead to an efficient land use pattern and provide the development of port and riverfront areas that harmonizes the land use pattern of other parts of the cities.
