Abstract

การจัดตั้งมหาวิทยาลัยเป็นนโยบายของรัฐบาล ตั้งแต่แผนพัฒนาเศรษฐกิจและสังคมแห่งชาติฉบับที่ 6 ( พ.ศ. 2530 - 2534 ) จนถึงปัจจุบัน ( พ.ศ. 2545 ) เพื่อยกระดับการศึกษาของประชาชนและกระจายความเจริญไปสู่ภูมิภาค มหาวิทยาลัยจะช่วยพัฒนาเศรษฐกิจท้องถิ่น โดยเพิ่มการจ้างงานทั้งทางตรงและทางอ้อม และเพิ่มการใช้จ่ายในการซื้อสินค้าและบริการของท้องถิ่น ซึ่งการใช้จ่ายดังกล่าวทำให้เกิดการเจริญเติบโตทางเศรษฐกิจของท้องถิ่น โดยผ่านตัวทวีคูณทางเศรษฐกิจ การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อวิเคราะห์ผลกระทบของมหาวิทยาลัยมหาสารคามที่ส่งผลต่อเศรษฐกิจของจังหวัดมหาสารคาม โดยเป็นการวิเคราะห์หาค่าตัวทวีคูณเศรษฐกิจท้องถิ่นที่เกิดจากมหาวิทยาลัย และจำนวนการจ้างงานและรายได้ของประชากรที่เพิ่มขึ้นจากแบบจำลองตัวทวีคูณเศรษฐกิจท้องถิ่น เพื่อนำผลการวิจัยไปใช้ประกอบการวางแผนพัฒนาท้องถิ่นของจังหวัดมหาสารคามการดำเนินการวิจัย ใช้วิธีการสำรวจสภาพทางกายภาพของพื้นที่รอบมหาวิทยาลัยและสัมภาษณ์บุคลากรและนิสิตของมหาวิทยาลัย เพื่อให้ได้ข้อมูลและความคิดเห็นโดยใช้แบบสอบถามผลการศึกษาพบว่า การใช้จ่ายของมหาวิทยาลัยมหาสารคามทำให้เกิดการเจริญเติบโตทางเศรษฐกิจท้องถิ่น และทำให้เกิดการเปลี่ยนแปลงการใช้ที่ดินเกษตรกรรมบริเวณรอบมหาวิทยาลัยเป็นพาณิชยกรรมมากขึ้น จากการศึกษานี้ยังได้พบว่าการก่อตั้งมหาวิทยาลัย ทำให้สาธารณูปโภคและสาธารณูปการในท้องถิ่นไม่สามารถรองรับต่อจำนวนประชากรที่เพิ่มขึ้นได้อย่างเพียงพอ ดังนั้นการนำผลการวิจัยไปใช้ในการวางแผนพัฒนาท้องถิ่น ควรมีการประสานงานกับหน่วยงานที่เกี่ยวข้อง เพื่อเตรียมพร้อมกับการแก้ไขปัญหาที่เกิดขึ้น และควรคำนึงถึงปัจจัยอื่นที่นอกเหนือจากมหาวิทยาลัย ที่สามารถส่งผลกระทบต่อท้องถิ่นในด้านต่าง ๆ ไปพร้อมกัน เพื่อเป็นการวางแผนที่มีประสิทธิภาพและเกิดประโยชน์สูงสุดในการพัฒนา นำมาซึ่งการพัฒนาคุณภาพชีวิตของประชาชนในท้องถิ่น และเป็นการพัฒนาระดับท้องถิ่น ไปสู่ระดับภาคและประเทศได้ในที่สุด

Other Abstract (Other language abstract of ETD)

The establishment of universities in Thailand was a government policy, since the 6th National Economic and Social Development Plan ( 1987 - 1991 ) through the present ( 2002 ). The purpose is to alleviate the living and education standards of the people in all parts of Thailand. A university can help the development of the local economy directly and indirectly. It also increases the purchasing power of goods and services within the community which can be measured by using the Economic Multiplier Method. The purpose of this research is to analyse the impacts of Mahasarakham Province's economy, by using the Local Multiplier Model. The results of this research can be used as a guideline for local development planning in Mahasarakham Province. Research methodology was to survey the physical conditions of the university surrounding area and interviewed staff member and students to obtain the data and their views and opinions by means of questionnaires. The study revealed that the expenditure of Mahasarakham University, created both the economic growth in a local economy and the land uses have turned from agricultural use to commercial use. It also found that public utilities and facilities were unable to provide for the increasing of the population in the area. Therefore, in using of the results of this research in planning of the local development should co-operate with the other related organizations in order to tackle the existing problems and the consideration of the other related factors that could have an effect on land use, local socio-economic system. This ensures that the local development process will run smoothly and most effectively for the better living standard of the community which, perhaps, can be used nationally as well.
