Abstract

ข้อกำหนดการใช้ประโยชน์ที่ดินเป็นสิ่งสำคัญในการนำผังเมืองไปลู่การปฏิบัติซึ่งจำเป็นต้องสามารถควบคุมการพัฒนาในแต่ละพื้นที่ให้เป็นไปตามผังได้โดยสมบูรณ์ วิทยานิพนธ์ฉบับนี้มุ่งศึกษาถึงประสิทธิภาพของข้อกำหนด การใช้ประโยชน์ที่ดิน โดยศึกษาเปรียบเทียบระหว่างหลักการและแนวความคิดของการใช้ที่ดินประเภทชนบทและเกษตรกรรมกับสภาพการพัฒนาภายใต้การควบคุมของข้อกำหนดตลอดจนผลกระทบที่เกิดขึ้น และเสนอแนะแนวทางการปรับปรุงข้อกำหนดดังกล่าว โดยเลือกพื้นที่ศึกษาในเขตบางขุนเทียน กรุงเทพมหานคร ซึ่งเป็นพื้นที่ประเภทชนบทและเกษตรกรรมตามผังเมืองรวมที่มีพื้นที่ปลูกสร้างเกิดขึ้นในอัตราสูงตามแรงกดดันของการ ขยายตัวจากความแออัดในใจกลางเมืองกรุงเทพฯ จากการศึกษาพบว่าข้อกำหนดการใช้ประโยชน์ที่ดินไม่สามารถควบคุมการใช้ประโยชน์ที่ดินในพื้นที่ศึกษาให้เป็นพื้นที่ชนบทและเกษตรกรรมของเมืองได้อย่างมีประสิทธิภาพตามหลักการและแนวความคิด โดยเกิดพื้นที่ปลูกสร้างจำนวนมากกระจัดกระจายเข้าแทนที่พื้นที่เกษตรเดิมเป็นบริเวณกว้าง และยังเกิดความขัดแย้งระหว่างการใช้ประโยชน์ที่ดินอย่างชัดเจนส่งผลกระทบต่อการทำเกษตรกรรม รวมทั้งสภาพทางกายภาพโดยเฉพาะอย่างยิ่งด้านสิ่งแวดล้อมและสภาพสังคมของชุมชน นอกจากนี้การควบคุมดังกล่าวยังไม่สามารถชี้นำการพัฒนาโครงสร้างพื้นฐานได้ ทำให้การพัฒนาไร้ทิศทางและไม่สอดคล้องตามผังเมือง ส่งผลต่อคุณภาพชีวิตของประชาชนและการ พัฒนาเมืองในภาพรวม ทั้งนี้ได้เสนอแนะแนวทางในการปรับปรุงแก้ไข โดยพยายามให้ข้อกำหนดการใช้ประโยชน์ที่ดินสามารถควบคุมประเภทการใช้ประโยชน์ที่ดิน รวมทั้งที่ตั้งและขนาดของกิจกรรมให้มีความสอดคล้องกันและเหมาะสมต่อการใช้ประโยชน์ที่ดินประเภทหลัก

Other Abstract (Other language abstract of ETD)

Land use regulation is significant for the implementation of urban planning which needs the development control in according to the plan for each area. This thesis is to identify the efficiency of the land use regulation by comparing principles and concepts of the regulation, and the development and impacts under the rural and agricultural control, as well as suggestions for its improvement. The case study area in Bang Khun Thian district, Bangkok is in the rural and agricultural zone where is found the highest development due to the development pressure of Bangkok. From the study, the land use regulation could not well regulate the principles and concepts of the control in rural and agricultural' areas. There has been the dispersion of built-up areas and the conflict between land uses, which created significant impacts in environments and social condition. Moreover, the regulation could not direct infrastructure provision resulting in non-conforming development and reflecting standard of living in general. The suggestions provided improvements of the land use regulation by the indication of location and size of activities conforming to the major land use classification.
