Abstract
การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาประสิทธิภาพการดำเนินงานตามนโยบายด้านการพัฒนาอุตสาหกรรมป้องกันประเทศ ของสถาบันเทคโนโลยีป้องกันประเทศ 2) เพื่อศึกษาปัญหาอุปสรรคในการดำเนินงานตามนโยบายและนำผลการศึกษาไปจัดทำเป็นข้อเสนอแนะแนวทางในการเพิ่มประสิทธิภาพการดำเนินงานของสถาบันเทคโนโลยีป้องกันประเทศ สำหรับงานวิจัยฉบับนี้เป็นการวิจัยเชิงคุณภาพ ดำเนินการวิจัยด้วยวิธีการศึกษาข้อมูลทางเอกสารและเก็บรวบรวมข้อมูลด้วยการสัมภาษณ์ผู้ให้ข้อมูลสำคัญจากกลุ่มตัวอย่างจำนวน 10 คน ประกอบด้วย ผู้บังคับบัญชาระดับสูงจากกระทรวงกลาโหม ผู้บริหารและเจ้าหน้าที่จากสถาบันเทคโนโลยีป้องกันประเทศ ผู้แทนจากสำนักงานคณะกรรมการพัฒนาระบบราชการ (ก.พ.ร.) และผู้แทนจากบริษัทร่วมทุน โดยผู้วิจัยได้นำแนวคิดทฤษฎีการวัดผลการดำเนินงานแบบดุลยภาพ (Balanced Scorecard หรือ BSC) มาใช้เป็นกรอบแนวความคิดเพื่อวิเคราะห์ประสิทธิภาพการดำเนินงานของสถาบันเทคโนโลยีป้องกันประเทศ ผลจากการศึกษาพบว่าประสิทธิภาพการดำเนินงานตามนโยบายด้านการพัฒนาอุตสาหกรรมป้องกันประเทศ ของสถาบันเทคโนโลยีป้องกันประเทศจากมุมมองการวัดผลประสิทธิภาพทั้ง 4 มิติ ตามแนวคิด BSC พบว่าในมิติด้านการบรรลุเป้าหมายองค์กรมีประสิทธิภาพดีเป็นไปตามตัวชี้วัดของ ก.พ.ร. และค่าเป้าหมายขององค์กร ส่วนมิติด้านคุณภาพการให้บริการประสิทธิภาพด้านผลสำเร็จของงานดี แต่ต้องปรับปรุงประสิทธิภาพในการให้บริการเนื่องจากมีกระบวนการขั้นตอนให้บริการที่มีความล่าช้าและยึดติดรูปแบบระบบการทำงานแบบราชการซึ่งขัดกับรูปแบบการดำเนินงานขององค์การมหาชน โดยต้องลดกระบวนงานขั้นตอน ปรับกฏหมายให้เอื้อประโยชน์ให้การดำเนินงานมีความรวดเร็วเพื่อไม่ให้เกิดการเสียประโยชน์ทางด้านธุรกิจจากกระบวนการจัดตั้งบริษัทร่วมทุน ที่ต้องใช้เวลานาน ส่วนมิติด้านกระบวนการภายในองค์กรและมิติด้านการพัฒนาองค์กรสู่ความเป็นเลิศพบว่าประสิทธิภาพด้านการพัฒนาองค์กรดี แต่ควรปรับปรุงด้านกระบวนการทำงานและพัฒนาทักษะของบุคลากรรวมถึงต้องปรับสภาพแวดล้อมของการทำงานการสร้างความตระหนักรับรู้และสร้างความเข้าใจของเจ้าหน้าที่ของสถาบันเทคโนโลยีป้องกันประเทศให้มีความเข้าใจในวิสัยทัศน์ขององค์กร และมีการเปิดกว้างในการทำงานร่วมกันเป็นทีมทั้งภายในและภายนอกองค์กร เพื่อเป็นรากฐานสำคัญในการดำเนินงานตามนโยบายพัฒนาเทคโนโลยีป้องกันประเทศอย่างเป็นระบบ ปัญหาและอุปสรรคในการดำเนินงานตามนโยบายด้านการพัฒนาอุตสาหกรรมป้องกันประเทศของสถาบันเทคโนโลยีป้องกันประเทศพบว่า กฏหมาย ระเบียบ คำสั่ง ข้อบังคับ ไม่รองรับกับการพัฒนาด้านอุตสาหกรรมป้องกันประเทศ ระเบียบของหน่วยงานมีความซ้ำซ้อนไม่มีการทำงานประสานกันทั้งระบบ รวมถึงความไม่ชัดเจนในมาตรการการดำเนินงานตามนโยบายของรัฐบาล ตลอดจนกองทัพไม่ให้การสนับสนุนการจัดซื้ออาวุธยุทโธปกรณ์ที่ผลิตภายในประเทศ และการถูกจำกัดงบประมาณด้านการวิจัยและพัฒนาเทคโนโลยีป้องกันประเทศ ซึ่งส่งผลให้ไม่สามารถพัฒนาบุคลากรที่มีความรู้ความสามารถด้านการพัฒนาเทคโนโลยีป้องกันประเทศได้อย่างมีประสิทธิภาพ
Other Abstract (Other language abstract of ETD)
The research objectives aimed: 1) study the operational efficiency in implementing the defense industry development policies of the Defense Technology Institute, and 2) to study the problems and obstacles in policy implementation, and use the research findings to propose recommendations for improving the operational efficiency of the Defense Technology Institute.This qualitative research employed documentary analysis and data collection through interviews with 10 key informants. The Balanced Scorecard (BSC) framework was utilized to analyze the operational performance of the Defense Technology Institute.The results of the study found that the operational efficiency in implementing the defense industry development policies of the Defense Technology Institute, from the perspective of the four BSC performance measurement dimensions, Organizational Goal Achievement: The efficiency is good, as it meets the OCSC performance indicators and the organization's target values. Service Quality: The work output is effective, but there is a need for improvement in service delivery efficiency due to delays in service processes and adherence to bureaucratic procedures that conflict with the operations of a public organization. The Defense Technology Institute needs to reduce procedural steps and adjust laws to facilitate quicker operations, in order to avoid business losses caused by lengthy joint venture company establishment processes. Dimension of Internal Organizational Operations and Organizational Excellence Development: The effectiveness of organizational development is good, but improvements are needed in work processes and staff skills. Additionally, the work environment should be adjusted to promote awareness and understanding of the organization's vision among staff. The organization should foster open teamwork both internally and externally in a systematic manner.The results found that Problems and obstacles of include: laws, regulations, orders, and directives that do not support the development of the defense industry; the complexity of agency regulations and lack of system-wide coordination; unclear government policy implementation measures; the military’s lack of support for procuring domestically produced defense equipment; and restrictions on the defense technology research and development budget. These issues have hindered the development of personnel with the knowledge and capability to effectively advance defense technology development.
