Abstract
The purposesof thisarticle weretostudythecurrentstateand desired stateof the development of diplomats' competencies and to propose approaches for training and development of diplomats' competencies to become world class. This study employed a mixed method research design. From a total population 836 diplomats, 240 samples were selected by using stratified random sampling. The research instruments used for quantitative data were a questionnaire and an evaluation form to assess appropriateness and feasibility. Qualitative data were collected by interviewing according to aschedule. The findings on the current state of the training and development of diplomats' competencies, werethaton-the-job training and blended learning models wereata moderatelevel, whileoff-the-job training wasatalow level.Thefindingsonthe desired state wereathighleveloverall.Thefirst priority needs index of the development of diplomats' competencies was off-the-job training, followed by blended learning and on-the-job training. Therefore, approaches to training and development using blended learning modelsthatcombinetraining and development methodsareneeded and should be performed together with training and development methods that are already being used and have proved effective.Theessential method for futher developing allcompetencies iscoaching.(บทความนี้นำเสนอผลการศึกษาแนวทางการฝึกอบรมและพัฒนาสมรรถนะนักการทูตตามแนวคิดการทูต มาตรฐานสากล เป็นการศึกษาโดยมีวัตถุประสงค์เพื่อศึกษาสภาพปัจจุบันและสภาพพึงประสงค์ของการพัฒนา สมรรถนะนักการทูต และเพื่อเสนอแนวทางการฝึกอบรมและพัฒนาสมรรถนะนักการทูตตามแนวคิดการทูต มาตรฐานสากล โดยใช้วิธีวิจัยแบบผสมวิธี(mixed method research design) กลุ่มตัวอย่างในการวิจัย ได้แก่ นักการทูตระดับชำนาญการพิเศษ นักการทูตระดับชำนาญการ และนักการทูตระดับปฏิบัติการ สังกัดกระทรวงการ ต่างประเทศ จำนวน 240 คน ได้มาจากการสุ่มตัวอย่างแบบแบ่งชั้น เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม แบบสัมภาษณ์และแบบประเมินความเหมาะสมและความเป็นไปได้ ผลการศึกษาพบว่าในภาพรวมสภาพปัจจุบันของการพัฒนาสมรรถนะนักการทูตมีการฝึกอบรมและพัฒนา ด้วยรูปแบบการพัฒนาในขณะปฏิบัติงาน และรูปแบบการเรียนรู้ผสมผสานอยู่ในระดับปานกลาง ส่วนรูปแบบการ พัฒนานอกเวลาปฏิบัติงานอยู่ในระดับน้อย ในขณะที่สภาพพึงประสงค์อยู่ในระดับมากทุกรูปแบบการฝึกอบรม และพัฒนา โดยรูปแบบการพัฒนานอกเวลาปฏิบัติงานเป็นรูปแบบการพัฒนาที่มีความต้องการจำเป็นสูงสุด รองลงมาคือรูปแบบการเรียนรู้ผสมผสาน และรูปแบบการพัฒนาในขณะปฏิบัติงาน ตามลำดับ สำหรับแนวทาง การฝึกอบรมและพัฒนาสมรรถนะนักการทูตตามแนวคิดการทูตมาตรฐานสากล เป็นการเรียนรู้แบบผสมผสาน ระหว่างวิธีการฝึกอบรมและพัฒนาที่จำเป็นและควรทำเพิ่มกับวิธีการฝึกอบรมและพัฒนาที่ทำได้ดีอยู่แล้วและ ควรทำต่อไป ซึ่งวิธีการที่จำเป็นและควรทำเพิ่มสำหรับการพัฒนาในทุก ๆ สมรรถนะคือการโค้ช)
