Abstract

The 4th World based on the idea of Manuel Castells can explain conflicts in the developing countries. The changes in political economy at present resulting from Neoliberalism, Modernization and Globalization move human, knowledge, technology, information, capitals and cultures crossed from developed countries in the west to the developing countries and have led to poverty, inequality, polarity and misery. Conflicts of cultural aspect between Modernism and Traditionalism, and the democracy concept promoted by the United States of America and the the political concepts of the old order cannot fulfill the hope of mankind. The solutions to conflict in developing countries must conciliate and frame the process of policy making by taking history and culture of their own into consideration and not committing to main stream idea.
